Profil

  • Minimum 3 years MSF experience
  • Medical background is an asset for the position
  • The candidate must  have maturity in interpersonal relationships.
  • The disciplines at stake in MSF operations deal with numerous aspects, which requires that the candidate has experience or shows a real interest in issues such as epidemics (malaria, TB, AIDS), humanitarian and human rights laws, IDPs and refugees, geo-politics and emergency situations.
  • Project oriented
  • Background in high security mission is an asset
  • Passionate to engage in sometimes very difficult security contexts that MSF is currently working in. 
  • Flexible
  • Strong leadership capacities and team management skills
  • Representation and organization skills
  • Good oral and written communication in English, French is an asset.

Description

In the operations department at the MSF-Operational Centre of Brussels, a pilot program has been created in 2009. The new cell 4 works like any other cell as a multidisciplinary team whose function is to supervise and coordinate MSF activities in several countries and is the direct interface with the field. The main specificity of this pilot project is the fact that most conflict-linked contexts are concentrated in this cell and that an adapted set-up is created to respond to these particular needs. Each cell member is still in charge of a specific aspect, in coordination with their respective support departments (Logistic, communication, finance and human resources), but working within a team of 2 coordinators of operations and 2 medical coordinators and flying support staff.  The Second CO in charge of Egypt, Bahrain and Somalia is based in Dubai MSF office.

Main duties and responsibilities:

  • In coordination with the CO based in Dubai of Cell 4, to coordinate and manage a multidisciplinary team composed of one HR, one log, one finance, 2 medicals, one communication officer plus 4 to 5 flying positions that can provide targeted and longer-term support to the field.  
  • The two Operations Coordinators work under the supervision of a director of operations.  Most of the people in the cell are under the joint supervision of the two Cos, so a collaborative arrangement must be at the core.
  • In the field, the reference person is the head of mission.
  • A clear red line of responsibility is established regarding strategic decisions and security. : Fieldco >HoM >CO>DO>DG>Board.
  • Although having the final responsibility, it is understood that he/she must work to ensure a good level of delegation, a participative management approach and an efficient coordination between cell, flying field support positions, field and HQ in general.
  • Active representative role with the armed actors in the conflicts: NATO, US army, Pakistani army, Afghan Opposition Groups – AOG, governments, etc..
  • Cell 4 is a concept that is designed to promote cross information.  It is the job of both CO to set the tone and management style that encourages innovation and sharing of information, yet keeping a coherent management structure as to tasks and goals.  While realizing this is not a typical structure, the CO position bares special responsibility to not let the situation deteriorate into mixed priorities or messages.  The DO remains available to set priorities if a consensus between the CO cannot be found.

Role:

  • Develop the operations in close collaboration with the cell and country coordination team
  • Context analysis and security analysis in countries and regions concerned.
  • Budget management.
  • Focus point for representation of the cell in front of the MSF International network.
  • Ensure that the Director of Operations, HQ and the MSF network in general are kept updated on the operations within their countries.
  • To support activities of other departments
  • In charge of the external communication with the help of the Combo person in the cell to address the need within the countries and regions we work in to have a coherent external communication strategy.

Conditions:

  • Contract of indefinite period
  • Moral commitment of 3 years
  • Full-time position
  • Based in Brussels with frequent field visits. MSF requires field visits to each location at least one a year.
