Description

In Pakistan, Médecins Sans Frontières (MSF) currently provides free emergency medical and relief services in over a dozen sites in Khyber Pakhtunkhwa Province, in the Federally Administered Tribal Areas and in Balochistan Province.  The position of Field Communications Adviser is shared between the three operational sections currently present in Pakistan. The three sections, with headquarters based in Amsterdam, Brussels and Paris, work in close collaboration and coordination and share the same communications policy.

Contract:                          expatriate contract - 12 months

Nationality:                       No US, UK, Israel, Taiwan or India

Language:                         English, plus any language from the region will be a

strong asset (Urdu, Pashto, Baloch)

 

Place within the organization:

 

Hierarchically accountable to the Heads of Mission of the sections working in Pakistan

Functionally responsible to the three Communication Advisors in the three head quarters in Brussels, Amsterdam and Paris corresponding to the area of operations being covered.

Administratively facilitated in an annual rotation basis among the three sections

Frequent contact with Field Communications Advisor in Afghanistan

 

The overall objective of MSF communications in Pakistan is to promote the identity and principles of MSF in Pakistan through information about MSF activities. Second, it is to provide information on MSF activities for the international movement.

 

Main responsibility:

 

Increase visibility of MSF in Pakistani media and public in order to strengthen MSF positioning and image as an independent and impartial private medical humanitarian organisation. The position requires setting up the appropriate resources, networking with local media, managing and training a National Communications Adviser, maintaining an effective translation system.

 

Key areas of responsibility:

 

Continue to train the National Communications Advisor (NCA) in Islamabad

Develop and maintain network of media contacts at national level and at local level. This includes developing a comprehensive understanding of media landscapes at local, regional and national levels and organising regular meetings with the media in agreement with Heads of Mission and supported by NCA.

Provide updates and pitch stories of MSF activities in Pakistan to local and national media correspondents. Identify staff in different projects that can carry out interviews and support in the production of communications materials on an ad hoc basis.

Serve as contact person for international correspondents going to or based in Pakistan and pitch relevant communications to these correspondents.

Guarantee timely production and coordination of Press Releases, news updates and interviews on critical issues/at critical moments.

Seek and coach spokespeople within MSF for media interviews when necessary.

Develop communications tools for use in the field in Pakistan – including communications kits explaining MSF activities and principles and actively work on the internal communication towards national staff (presentation, debates, film session etc).

Provide support to HoMs for their contacts to medical and para-medical spheres, i.e prepare presentations, coach speakers, produce communications materials.

Contribute in developing (and adapting) MSF communication policy in Pakistan

 

Reporting:

 

Maintain logbook of media contacts relevant to MSF in Pakistan – to be regularly presented to HoMs and CAs

Maintain log and archive of mentions of MSF in Pakistani media

Produce a monthly report with overview of achievements and plans for upcoming period

Be in close contact with Field communication team in Afghanistan – to maintain coherence in regional communication.
