PROFILE:
Formal training background: diploma in pedagogical or educational science; Minimum 5 years professional experience in the field of adult training, including training facilitation; Ideally: relevant experience in an international NGO setting. Understanding of humanitarian priorities and principles; Strong organizational, project management and proposal negotiation skills; Strong team leadership and general teamwork skills; Large capacity for autonomous activity; Excellent public presentation skills, both written and verbal; Fluent French and English mandatory.
Description
BACKGROUND:
MSF-OCB (Operational Centre of Brussels) is reinforcing its training team to support better its operational ambitions. The aim is to maximize the strengths of existing strategies and courses on offer and to further explore innovative training techniques and technologies (e.g. e-Learning) in order to ensure the most appropriate development of MSF field and headquarters staff.
MISSION:
The Training Coordinator will coordinate training activities with the ultimate aim of meeting the operational and strategic priorities of OCB. In conjunction with the directors of departments, the coordinator will implement OCB’s learning policy, strategy and curriculum, which will adapt to the demands of the social mission and operational interventions.
POSITION IN THE ORGANISATION:
The training coordinator is accountable to the HR Director. S/He directly supervises the following persons: the pedagogical advisors, the distance pedagogical advisor, the training focal point and the training unit assistant. S/He is the technical referent of the training officers in the OCB departments and sections. The Training Coordinator represents MSF-OCB on the international training platform (ITDG), and engages with other platforms as required or requested.
MAJOR RESPONSIBILITIES:
1. Learning policy and strategy
The training coordinator is in charge of the learning policy and strategy of MSF-OCB. S/he formalizes and communicates this policy throughout field and headquarters networks of the OCB partnership and MSF at large.
In conjunction with the directors of all operational, medical and support departments, the pool managers, the HR partners, the HR officers and the training team, s/he:
- implements the strategy and the provision of training for OCB;
- identifies specific desired technical and transversal skills and competences;
- identifies recurrent training requirements;
- finalizes the training curriculum.
S/he regularly assesses the relevance and effectiveness of the training curricula, the pedagogical tools, resourcing, and methods to meet the operational HR (individual and structural) ambitions.
2. Training plan
The training coordinator is responsible for the annual training plan common to the OCB operations and field support departments (medical, HR, finance, logistics) and for the field. S/he supports headquarters and the field HR staff with appropriate resources to respond to individual requests for training.
3. Training Development
S/he is responsible for the pedagogical quality of training. S/he promotes and supervises the instructional design and the definition of the terms of implementation of each curriculum to include: learning objectives, location of the training, target audience, type of training, production (in-house or outsourced) and cost. S/he oversees the development of the OCB annual training brochure, including external courses and any other relevant information.
4. Organization, leadership and representation of the training activity
S/he defines the objectives and priorities for the training team. S/he organizes the transmission of information on OCB training to the individuals, the field, the HQ, and the other MSF sections. S/he is in charge of relations with the external partners, training institutions, governmental authorities, and other parties pertinent to training.
According to the needs, s/he defines and revises the training process; she promotes and oversees the improvement or development of tools and procedures for training.
S/he is responsible for elaborating the budget and means for training. S/he oversees the development of the annual training budget and submits it to the HR Director. S/he monitors and validates the training expenses.
5. Training Team Management
S/he oversees the management of the training team staff; i.e. : hiring, coaching, monitoring and formal evaluation. S/he defines the training team staff’s objectives and priorities. S/he promotes a positive team dynamic and productive work environment.
S/he reviews the allocation of responsibilities and job descriptions.
CONDITIONS:
CDI (open ended contract) – Full Time – Based in Brussels, with regular travels to the field or to other MSF sections. The position will be vacant in February.
