2. General context of the project

The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. The role of the Human Resources Coordinator is fundamental in order to ensure that the management of the resources we have, both national and international, are clearly guided in their rights and duties and that every HR procedure is in place and adopted in a proper and professional manner.

3. General purpose of the position

Define, adapt, plan and supervise the implementation of human resources policies in the mission, ensuring they are in line with the context, the operational challenges and the strategic Hr.

The Hr Coordinator, in collaboration with the HOM, contributes to the definition and implementation of the mission’s objectives and ensures the Hr capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve missions goals effectively. This will be done according to INTERSOS human resources vision and values.

Plans in collaboration with the Hq the Human Resources needs in the mission.

Works in close collaboration with the Hq National Hr Coordinator to supervise all the aspects of the National staffs management, the definition of policies and strategies and the development in order to build up the career strategy and possibilities of expatriation.

Trains and coach the Hr Manager to develop the capacity of manging the Human Resources of the mission. Works in close collaboration with the Hr Manager ensuring that INTERSOS is a Responsible employer, supporting the proper management of HR across the board and assuming full responsibility of the Hr Administrative issues in the missions.

4. Main responsibilities and tasks

Capacity building of Hr Manager:

· Coach, trains and develops the capacity and the skills of the HR Manager in the management of the Human Resources in order to reach a good level of autonomy and competence

· Guides and supervises the Hr Manager in the implementation of INTERSOS policies and local regulations in order to ensure internal equity, adequate competitiveness and legal compliance

Analysis of Human Resources needs:

· Contributes to plan and define the Human Resources needs in coordination with the HOM (International and National) in the missions, analyzing local capacities and supporting on identifying the optimum team set-up to properly achieve mission’s objectives and identifying key indicators in order to follow up the results, and revise the HR plan accordingly

· In close collaboration with the Hom, the relevant Coordinators and the Regional Director, plans HR operational and budget needs in order to efficiently ensure the required HR sizing and capabilities of the missions. Is responsible for the follow-up of the HR budget in collaboration with Regional Director and Regional Finance Officer

· In coordination with the Hom finalizes the communication for the opening of international positions (staff request) to detail the profile needed to be approved by the Regional Director, and shares it with the HQ Recruitment office

· In coordination with the Hom defines HR strategies at missions level for the National staffs to ensure the missions count with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning development plans)

· Provides advices and technical expertise to the Hom and relevant Coordinators, in order to design job profiles, organizational charts and decision-making channels for international and national positions

· Reports on HR indicators to the Hom and relevant Coordinators and at regional level in order to feed decision making, planning and fine tuning of mission’s and project’s strategies

Ensure INTERSOS manages the Human Resources as a Responsible Employer:

· Is responsible for all human resources management issues of the missions, ensuring they are aligned with HR policies and Responsible Employer frame

· Ensures implementation and revision of all HR Policies for international staffs adapting standard INTERSOS policies to the missions

· Working in close collaboration with the HQ National Hr Coordinator to develop local policies defining or adapting INTERSOS standard policies to the missions

Support to local recruitment:

· Identifies the best local sources of recruitment according to the needs and objectives of the missions as well as define recruitment strategy based on the analysis of labour market with the objective of recruiting professionals and people with potentials to develop within the missions/organization

· Supervises the Hr Manager ensuring that local staffs in the missions are properly recruited and that all staffs are managed according to INTERSOS HR vision, policies and values, and provides support and technical advice to the different Coordinators in order to grant fulfilment and coherence

Management of Human Resources (International and National):

· Defines and coordinates the internal communication policy, in collaboration with all field coordination teams, organizing personnel meetings and broadcasting INTERSOS values and vision, in order to boost team building, people commitment, active participation and adherence to INTERSOS values

· Ensures systematic briefings and debriefing of all International staffs in the missions and keep regular contacts to support them

· Provides expertise to Coordinators/supervisors/activity managers on how to manage HR (team management, conflict management, stress early detection, communication, meetings…)

· Facilitates the resolution of conflicts among missions staffs and looks for a viable solution in case a direct intervention is not possible

· Makes sure that cases linked to behavioural issues are prevented, detected and managed

· Ensures, in close collaboration with the relevant departments, that all international and internal movements in the missions are properly managed (visas, tickets, dates of arrival/departure, etc.) and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people

· Supports and coach as an expert all the Coordinators in their role of people’s managers

Management of International staffs:

· Coordinates with HQ HR Administration to follow up HR policies in particular Rest & Recuperation, house allowance, family benefits, staff separation clearance checklist, flight booking and leaves

· Guarantees and facilitates the participation of the first missioners to the Induction in Rome Hq or in the region

· Ensures proper end of assignment, debriefing and capitalization of experiences and shares it with HR Department of Rome HQ (pool managers) for proposals of future missions

Management of National staffs in collaboration with the HR Managers:

· Ensures alignment of mission’s objectives with HR institutional objectives beyond the missions (related with future HR capacity of the organization such as supporting development of staffs beyond missions roles, promoting spaces to train new staffs (first missions) or staffs under development plans, detachment, etc…)

· Follows the HR and Administration related issues at mission level (recruitment, management and development of teams, contracting of national and regional employees’, remuneration of local and regional staff, etc.).

· Ensures a good knowledge of labour market: in terms of profiles available, level of qualifications, specificities, lead or request labour market studies and benchmarking studies

· Develops the missions mobility policy according to the needs and the context and in respect with policies and standards

Development of Human Resources (International and National):

· Ensures the proper implementation of the Performance System throughout the missions, providing technical support to the coordination team and the Administration Managers in implementing and detecting training needs, in accordance to operational requirements, in evaluating people performance and in implementing the associated action plans in order to improve people’s capabilities and their end results contribution to missions goals

· In collaboration with the Pool Managers defines and/or coordinates the implementation of career development programs to high potential collaborators in order to increase long term commitment and contribution

· Promotes internal (interprojects) and external (intermissions) mobility of key staff identified and support the development of plans to ensure mobility

Follow up of legal requirements:

· Supports the HoM and the Hr Managers to comply with the Hr legal requirements of the different Countries

· Supervises and manages administrative processes for all staffs and manage conflicts when they appear, in order to ensure labour legal compliance and to improve employer branding awareness

· Is responsible to make sure that Internal regulations and all HR related policies, procedures and administrative documents (i.e. employment contracts, payslip, etc.) are within the national legal framework

· Represents INTERSOS in meetings with Authorities and other NGOs for HR Administration related issues

Profil recherché

•Advanced university degree in Political Science, International Relations, International Development Cooperation, Psychology, International Law or similar. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree

•At least 3 years of professional work experience in management/coordination of protection activities

•Previous experience in working in IDP camp and non-camp displacement settings is an asset

•Previous experience in working in Middle East and specifically in Iraq (desirable)

•Demonstrated technical expertise in Protection, in particular Case Management, MHPSS, Legal Assistance and Protection Monitoring

•Demonstrated technical expertise in assessment, design, implementation and monitoring of Protection programmes

•In-depth knowledge and understanding of key humanitarian principles and protection minimum standards

•Good training facilitation skills and experience in building capacity of international and local project staff

•Experience in using participatory and right-based approaches

•Proficient knowledge of English is required

•Knowledge of Arabic will be an asset

•Positive and solution-oriented person focused on team-building and cooperation

•Strong interpersonal skills and demonstrated ability to establish effective working relations with staff and other stakeholders

•Ability to take initiative and work autonomously

•Ability to ensure timely and quality delivery in stressful environments (stress-resilient)

•Ability to integrate and work well within multicultural team

•Holder of a driving license (desirable)
