JOB CONTEXT:

Today, Libya is a complex environment in which vulnerability emerges in "pockets", depending on the condition of each person and family, their geographical and socio-economic situation and other, more cultural factors. Many actors are making tangible efforts to include the most vulnerable and isolated persons and families, but these efforts should be more concerted and stronger links could be established with Libyan institutions. For the most part, positive outcomes for better inclusiveness are deeply depending on each actor’s willingness and commitment.

HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level. From July 2020, HI also started a one-year project in partnership with UNDP, which aims to enhance the development of a culture of peace, cooperation and responsibility - with a focus on youth (male and female) - through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.

HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. Given the recent events and increase in EO related accidents, HI is also reinitiating its EORE activities in greater Tripoli in 2021.

Finally, HI is getting engaged in Inclusive Humanitarian Action (IHA), through a modest but essential small scale projet. IHA is a transversal approach by essence, concerning all sectors of humanitarian intervention and which deepens protection mainstreaming efforts

The post holder will be expected to travel between the coordination office in Tunis and operational bases in Tripoli, Misrata and Benghazi.

 

YOUR MISSION:

Under the responsibility of the Country Manager and in collaboration with the Operations Manager and HQ Rehabilitation Technical Referent, the Rehabilitation Technical Specialist:

  • is responsible for the technical support and regular follow-up of the rehabilitation activities (direct service provision as well as health system strengthening activities);
  • oversees the development and adaptation of technical material aiming to build the capacity of the National Physiotherapists (PTs) through face to face or remote trainings and coaching;
  • supports the mission to develop its strategy within Libya especially regarding the rehabilitation and related protection sectors of intervention.

 

1. Expertise

-You contribute to the regional strategies in line with the global strategies

-You provide sectorial technical input to the StratOps of the Programmes within your scope and in your sector, in line with the global StraTech and ensure relevant follow up

-You ensure technical support to projects in line with the global technical frameworks and standards  

-You provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches

-You ensure adequate support to multi-sector responses within projects, in line with the other specialists

-You ensure a local sectorial watch, best practices to adopt

-You contribute to recruitment and briefing when relevant

-You ensure technical learning from projects

-You contribute to projects’ capitalization and ensure technical learning from projects

 

-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes

-You ensure regular technical quality control of projects and programmes and issue warnings and recommendations

-You monitor the implementation of audit recommendations, if applicable

-You ensure compliance of the technical proposition with nexus stakes

-You contribute to the development of research and innovation projects in the region when relevant

-You suggest and steer technical innovation projects

-You identify the priorities of Research and Studies and steer R&S

-You contribute to the Technical Divisions professional channel animation

-You contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…)

-You animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify needs regarding trainings)

 

2. Influence

-You contribute to the local external prestige and influence of HI’s expertise in his sectorial scope

-You represent the technical expertise of HI throughout the local relevant networks

-You contribute to advocacy on specific themes in line with the global advocacy priorities

-You ensure the development of major opportunities or new projects in the region

-You contribute to the context analysis

-You contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division

HI also intends, in the near future, to further develop its intervention towards supporting the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in their efforts to develop a victim assistance public policy.

 

The post holder will be expected to spend most of his / her time in Libya, based in Tripoli with possible travel to other operational bases in Misrata and Benghazi, along with other international staff, with up to 30% of time in Tunisia for coordination with partners and regional team. However, access to the country can be impaired time to time by security problems, administrative matters (visas, authorisations) and specific restriction in relation with COVID-19 pandemic.

 

Building on its ongoing intervention across several victim assistance pillars, and in line with the Victim Assistance Roadmap for Libya (designed by UNMAS), HI is in process of launching two victim assistance data collection projects in Libya aiming at improving assistance to EO victims in Libya, with ground pilot activities in Tripoli and surroundings, as well as cross-cutting ones with an anticipated nation-wide impact:

-1 multi-phase project aiming at developing, facilitating and monitoring field casualty and victim data collection and case management among stakeholders, with the first phase to be funded by the CDCS (French Ministry of Foreign Affairs, upon confirmation of availability of funding);

-1 project funded by the Norway Ministry of Foreign Affairs, aiming at :

  • Gaining greater understanding and improving awareness on the availability of services adapted to the needs of people critically injured by EO, survivors and other persons with disabilities, their families and affected communities, in order to reduce informational barriers to access them ;
  • Raising awareness on the situation of people critically injured by EO, survivors  people with disabilities and people otherwise impacted by the conflict in Libya, in order to promote inclusive humanitarian assistance and response to their needs.

 

YOUR MISSION:

 

Reporting to the Operations Manager Libya, and in strong link with the Technical Specialists, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he/she is based. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation,

 

He/she will be responsible for the following:

Essential Job Duties/Scope of Work :
International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
 
 Background
International Medical Corps has built a small, dedicated team of MHPSS counselors across several projects focused on providing one-on-one counseling sessions, as well as group activities to a variety of communities across Libya in Tripoli, Misrata, Sabha, and Benghazi. MHPSS-related training of Ministry of Health staff is also a key component of our programming geared towards strengthening the Libyan health system. Alongside these directly implemented programmatic activities, the MHPSS Specialist would also work closely with IMC’s dedicated MHPSS Technical Working Group co-chair, who leads that national level technical working group in partnership with IOM.
 
Job Purpose
The mental health and psychosocial support (MHPSS) specialist will be responsible for implementing and managing the technical components of a comprehensive MHPSS project. International Medical Corps’ approach to mental health is heavily based on training and developing the capacity of local partners and national staff; the successful candidate should therefore have experience in training, on the job supervision and mentoring, coordination and in building referral links to other formal service providers and informal community supports. The mental health specialist will train, supervise, coordinate and oversee a national team of mental health officers and a team of community outreach volunteers who will engage in outreach, follow-up and basic mental health and psychosocial support. The MHPSS specialist will closely work and coordinate with the project mental health and psychosocial coordinator (psychiatrist) who is tasked to oversee all MHPSS related activities including training and supervising general health care providers in mental health using mhGAP Intervention Guidelines.
 
 Main Responsibilities
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.
  • Actively lead or participate in coordination mechanisms in the area (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines. 
  • Identify and train local mental health officers and refugee staff/volunteers in community outreach, mental health case management, follow-up and mental health promotion 
  • Provide training in the identification and non-pharmacological management of priority mental health condition to general health staff in line with WHO mhGAP Intervention Guidelines in coordination with project MHPSS coordinator (psychiatrist) 
  • Engage trained staff and volunteers in on the job mentoring and supervision 
  • Provide mental health and psychosocial support services along with health staff as needed 
  • Ensure completion and analysis of pre post knowledge tests and on the job supervision checklists. 
  • Support collection and reporting of mental health project data including HMIS reporting and patient outcomes (e.g. functioning, satisfaction with services) 
  • Provide training in other MHPSS topics as appropriate, depending on identified needs (e.g. key aspects of psychological first aid and relevant aspects of IASC guidelines) to IMC and staff from other agencies 
  • Implement social and recreational activities (e.g. youth friendly activities) 
  • Assist with the development of new proposals 
  • Assist with hiring of national staff as needed 
  • Implement the project in line with IMC and global MHPSS standards and guidelines and closely coordinate with IMC’s Technical Unit Global Mental Health Advisor for development and review of training materials and reports. 
  • Represent IMC in MHPSS related meetings and coordination groups.

Under the responsibility of the Country Manager and in collaboration with the Operations Manager, the Explosive Ordnance Risk Education (EORE) Field Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.

 

He/she will be responsible for the following:

 

EXPERTISE

-You contribute to the Liya mission strategies and if relevant, the regional strategies, in line with the global strategies

-You ensure technical support to projects in line with the global technical frameworks and standards on EORE

-You ensure technical learning from projects

-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the programmes under EORE activities

-You ensure compliance of the technical proposition qith nexus stakes

-You contributes to the development of research and innovation projects at country and region level, when relevant in the EORE expertise

-You contribute to the technical divisions professional channel animation

 

INFLUENCE

-You contribute to the local external prestige and influence of HI’s expertise in the field of EORE

YOUR  PROFILE :

  • You hold a bachelor’s degree or preferably Master’s degree
  • You have at least 3 years of field experience in humanitarian mine action. You have 7 years of professional experience in low-to-middle-income countries. Previous experience in the Middle East (and in Libya) would be a strong plus
  • You have previous experience in design and implementation of community focused and community based EORE activities
  • You master training and coaching field teams on the job
  • You show high level of motivation and proactivity
  • You show ability to work in a tensed and volatile context with strict security measures

CHARACTERISTICS OF THE POSITION :

The post holder will be expected to spend at least 50% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff. This being said, the challenges to access the country remained challenging throughout the year 2019 and first half of 2020, particularly in relation to the security situation but also the administrative barriers to obtain visas and access authorizations. In addition, since March 2020, most humanitarian organisations have faced new challenges in terms of delivering services due to the COVID-19 pandemic and relating sanitary measures such as border closures and travel restrictions, and disruption of supply chain, lockdown, curfews, movement’s restrictions and social distancing - all being various measures taken by the Libyan authorities in place. The access to the country is thus likely to be very irregular in the coming months. As a result, the Libya mission is currently working on a semi-remote management mode and the senior country team is expected to adapt accordingly its management style, communication and support / control mechanisms.

General context of the project

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

 

Libya is facing a complex and protracted humanitarian and protection crisis, as a result of armed conflict, the breakdown of public service provision and governance and economic challenges. 1.8m people are affected by the conflict, with almost a million in need of support. 300.000 are in a acute need of support.

 

INTERSOS started its intervention in Libya in 2018, focusing mainly on protection activities in Tripoli and Sabah districts, with the support of UNICEF, WFP and Stichting Vluchteling (SV) Foundation for a total portfolio of 2.3 million EUR. The management team, composed of 4 expatriates (HOM; finance, program coordinator and the protection technical advisor) is currently based in Tunis, Tunisia. In Libya, the team is composed of 25 national staff.

 

General purpose of the position

The general purpose of the post is to represent INTERSOS in Libya and Tunisia, and act in accordance with specific directions from and supervision of the Programme Dept.

 

Main responsibilities and tasks

  • To represent the organization legally and promote its mandate in the countries of intervention. Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs, partners and other stakeholders and develop strategic partnerships overall
  • Security management and analysis

In 2020, upon the grant confirmation and in partnership with NRC, INTERSOS will start working in the East of Libya with a multisectoral project funded by the European Union Trust Fund. INTERSOS will be responsible of the implementation of the Education in Emergency and Child Protection Activities through the already consolidated methodology of the Baity Centre of Tripolii where the children can be provided with several services at once.

 

General purpose of the position

In close collaboration with the Coordination team, the project manager will have:

  • full managerial and technical responsibility of the project implementation, including procurement, selection of staff, monitoring and financial supervision of expenditures against target activities.
  • S/he will support training and will supervise all the activities in the field locations.
  • S/he is responsible of regular donor reporting and attends technical coordination meetings.
  • Coordinate activities, strategic growth in order to efficiently ensure the goals and improve targeted population’s conditions and humanitarian situation.

 

Main responsibilities and tasks

Project implementation:

  • Planning, coordinating, monitoring and evaluating the implementation of the project, ensuring timely and quality delivery of services as per approved project’s proposal
  • Make sure all the documentation related to the project is well kept so to ensure the whole history of the project is correctly handed over.
  • Monitor the risks and threats around the project(s), documenting the situation and analysing the consequences of political decisions or negotiations in course
  • Proactively participate in relevant technical coordination meetings and working groups.
  • Ensure, in line with INTERSOS internal rules and regulations, donor regulations and international humanitarian standards on child protection the management of the project
  • Conduct regular field visits to assess program quality and progress toward objectives, facilitate collective problem solving with staff and other stakeholders to address challenges
  • Ensure appropriate budget management. In collaboration with Finance department monitor financial supervision of expenditures and ensure proper management of project funds (update project financial planning monthly) and propose budgetary adjustments to Finance department
  • Coordinate with the Finance and Logistic department to procure material necessary for the implementation of the activities in a timely manner to ensure adequate supply at the intervention sites

Project Reporting and Development:

  • Developing regular reports, including donor reporting and the Project Appraisal Tool, ensuring accurate data collection and timely submission
  • Ensuring accurate data collection and reporting are submitted in a timely manner for all activities within the project
  • Elaborate the Project’s institutional memory, keeping written records (and file them) on its development
  • Propose and carry out exploratory missions and rapid assessments in line with INTERSOS strategy in the country, according to Head of Mission’s and Protection Specialist/Protection Coordinator indications, in order to better analyse context, priorities, constraints and population needs and design new project proposals.
  • Support the Coordination team in the identification, preparation and development of new project proposal, ensuring these are in line with INTERSOS’ program goals, objectives and indicators.

Staff Supervision:

  • Plan and distribute tasks and workload among the teams, guiding their understanding of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals
  • Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for
  • Identify training needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to project’s goals.

 

Required profile and experience

Education 

  • Advanced university degree in humanitarian related field (international relations, social studies, IHL, IHRL)

Professional Experience 

  • Minimum of 4 years of relevant work experience at similar position (project/grant management) in humanitarian context and on child protection and education in emergency preferably

Professional Requirements 

  • Strong and proven understanding of the humanitarian operating context, the humanitarian system and its flexibility, donors and their high demanding, security and financial management in humanitarian context
  • Strong knowledge of donor’s procedures notably EU and UN agencies
  • Very strong skills in computer (excel) and admin/finance procedure

General context of the project

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

Libya is facing a complex and protracted humanitarian and protection crisis, as a result of armed conflict, the breakdown of public service provision and governance and economic challenges. 1.8m people are affected by the conflict, with almost a million in need of support. 300.000 are in a acute need of support.

INTERSOS started its intervention in Libya in 2018, focusing mainly on protection activities in Tripoli and Sabah districts, with the support of UNICEF, WFP and Stichting Vluchteling (SV) Foundation for a total portfolio of 2.3 million EUR. The management team, composed of 4 expatriates (HOM; finance, program coordinator and the protection technical advisor) is currently based in Tunis, Tunisia. In Libya, the team is composed of 25 national staff.

General purpose of the position

The general purpose of the post is to represent INTERSOS in Libya and Tunisia, and act in accordance with specific directions from and supervision of the Programme Dept.

Main responsibilities and tasks

  • To represent the organization legally and promote its mandate in the countries of intervention. Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs, partners and other stakeholders and develop strategic partnerships overall
  • Security management and analysis
  • Define strategic orientations for the development of the mission considering a financial growth; ability to translate strategic macro objectives into concrete actions and embark the team
  • Monitor donor intervention strategies in the country; design, promote and elaborate new strategy of interventions - including the development of operations in Tunisia;
  • Support the definition of the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts;
  • Oversees the good functioning of the support services
  • Oversees the quality implementation of projects as per internal and external standards and requirements;
  • Responsible for the development and promotion of communication and advocacy materials highlighting the beneficiaries needs and the role of the organization in addressing them
  • Coordinate, guide and supervise the mission staff, and evaluate their performance;
  • Ensures the correct flow of operational information within the mission and with the region and headquarters

Required profile and experience

Education 

  • Postgraduate degree (MA or LLM) in International Humanitarian Action, International Relations, or similar relevant field

Professional Experience 

  • At least 3 years of professional experience as Head of Mission, Country Director for International NGO or at least 5 years in roles of increasing level of responsibility

General context of the project

More than seven years after the revolution in Libya, hundreds of thousands of people across the country live in dire conditions. To respond to the urgent humanitarian needs for 552,000 most vulnerable people living in Libya, the United Nations launched the 2019 Humanitarian Response Plan (HRP2020), seeking US$202 millions to continue providing health support, protection, water, and shelter. Many thousands of families are unable to afford food, water and basic household items, and forced to take desperate measures just to get through these difficult times. An estimated 823,000 people, including 248,000 children ,require urgent humanitarian assistance in Libya. Hundreds of thousands of refugees and migrants face grave human rights violations and abuse in the absence of rule of law.

Intersos is currently registered in the country in Libya and Tunisia and is now called to smooth implementation of intervention in many sectors and in expansion from Tripoli to the South in a regional approach that include Niger and potentially other northern African countries.

At the moment Intersos is partner of UNICEF for the launch of a new model of intervention in Child Protection with the Baity Model Approach for Child Protection in Tripoli and in the South and negotiations are at advanced stage with other International donors (EU, HCR, Private Fundations, WFP). Furthermore, INTERSOS is present in Tunisia and is trying to expand its activities in the country.

General purpose of the position

The Admin and Finance Coordinator is responsible for the proper technical performance of all accounting-financial activities of the mission and its projects. In this context, he/she ensures the correct and effective management of financial resources, in accordance with the Organization and Donors procedures.

Main responsibilities and tasks

Finance control

  • To assume responsibility for cash account administration, ensuring conformity to existing procedures; shortages or thefts must be reported, bearing the joint signature of both, the Country Finance Manager and the Head of Mission;
  • To manage the bank accounts of the mission and provide the Regional Finance Coordinator with monthly bank statements and bank reconciliations;
  • To update the economic and financial status of the mission and related-projects, in terms of expenses, appropriations, available cash and liquidity (Prima Nota);
  • To update Libya and Tunisia Mission Forecast and Recovery tool;
  • To provide on weekly basis the updated economic and financial data (PN) to the Project Manager’s, the Head of Mission and Regional Finance Coordinator;

Budget preparation and control:

  • To provide support to the Head of Mission, Programme Coordinator and Project Managers in the drafting of new projects;
  • To regularly check, in collaboration with the Project Managers and Head of Mission, the economic-financial performance of projects: final balance, expenditure excess, expenditure projections, and financial forecast;
  • To ensure project expenses are reasonable, allocable, prudent and spend in accordance with INTERSOS and donors rules and regulations, and support annual auditing procedures;
  • To prepare and verify, in cooperation with the Head of Mission, the trend of the general coordination's budget;
  • To monitors the sustainability of coordination's office and verify the correct distribution/allocation of the general coordination costs to the projects; to monitor the coordination and projects’ non-deductible costs;

Financial reporting and audit compliance

  • To prepare the interim and final financial reports and submit them to the Regional Finance Coordinator for approval,
  • To prepare and carry out the audits conducted in both countries, and for the transmission to the central headquarter of all project documents to be audited in Italy;
  • Ensure eligibility of all expenses;
  • Ensure compliance with all INTERSOS and donors regulation related to Finance and Human Resources, and communicate it proactively with other departments;
  • To ensures the correct filing of all projects’ data;
  • To ensure the proper execution of goods, works and services procurement processes and conformity to INTERSOS and donors procedures;
  • Ensure adequacy with Libyan and Tunisian ministries national reporting and accounting standards for INGOs,

Confidentiality and accountability

  • Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.

Human Resources

  • In coordination with the Head of Mission (HoM) and the HR Admin and Finance Manager , S/He Ensures National Staffs Internal Regulations are respected and in line with INTERSOS standards and with the local Labour Law. Ensure Organizational chart and National Staffs Salary grid is up to date.
  • Ensure staff payroll, Health Insurance and Tax calculation is prepared accurately by HR officer. Follow-up of the National and International Staffs annual leaves
  • Supervise the HR Admin and Finance Manager in the HR recruitment process, appraisal process and induction process is performed as per INTERSOS guidelines, with support of Head of Mission
  • With the support of the HR Admin and Finance Manager , guarantee that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national id, pictures, disciplinary measures, leave requests and justifications resignation letters)
  • Supervise the finance/admin team members, provide support and training, promote a friendly and professional working environment, and ensure staff development and learning environment.
  • Ensure that the finance/admin team performance appraisals are reviewed regularly and conducted as per INTERSOS HR policies and procedures.
  • Advocate and plan for professional development of the finance/admin team  
  • Provide input to, and deliver, where applicable, training for finance/admin team to increase their responsibilities in order to build capacity and ensure sustainability of programs.

Working Relationships

  • Proactively engage with supervisor and key staff.
  • Proactively support Regional Finance Coordinator and HR Admin and Finance Manager as needed.
