JOB CONTEXT :

With a large domestic market and promising economic prospects (9% growth in 2014), Ethiopia has the potential to become a regional economic powerhouse, with agriculture and services as the main sectors of activity.

HI has been operating in Ethiopia since 1986 and has implemented projects in the area of physical rehabilitation, mine risk education, community based rehabilitation, food security, HIV and AIDS, capacity building of local associations of Persons with Disabilities (PwDs), inclusive education, inclusive employment, Child protection, GBV prevention, protection/assistance to refugees/IDPs.

The main objective for HI in Ethiopia today is to better frame its perspective and make its fundraising plan more consistent. HI needs also to have a constant estimation of the balance between the political pressure of the authorities on our action and the respect of our mandate and ethics of intervention.

One critical element for the coming years is to ensure the respect of the ratio 20/80, as HI has to file for the renewal of its license every 3 years.

The project is focused on generating conclusive experience and change in the quality of life of people with disabilities by demonstrating the interaction and interdependence between advocacy for people with disabilities’ rights and practical efforts in supporting them obtain access to quality, inclusive services.

 

YOUR MISSION:

 

Under the responsibility of the HELASIA Project Manager, the Specialist will support quality of the activity and provide technical guidance for HI teams and partners in overall inclusion activities support to civil society, policy-making and inclusive local development in the 3 countries of project implementation (Benin-Rwanda-Ethiopia).

Your main responsibilities:

 

-You ensure the quality and impact of HI’s actions, the compliance with technical frameworks/project cycle, quality monitoring of project quality control indicators

-You ensure the overall technical coordination between HI-HELASIA and country-based technical teams

-You ensure respect of technical commitments by all countries and regular exchange of practices

-You promote HI approaches in Inclusion (Governance, health, education and livelihood) and advocacy through HELASIA related activities, advocacy, researches and policy influence.

CONDITIONS:

JOB CONTEXT :

Humanity & Inclusion (HI) has been implementing development and humanitarian interventions in Ethiopia since 1986.  HI had been also implementing protection project for Internally Displaced Persons and South Suddenness Refugees.  Currently HI is implementing an inclusive protection projects in Somali region, Liben Zone (Dolo and Filtu districts) and Gambela refugee camp.

 

HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2017 Humanity & Inclusion in Ethiopia has been particularly active in the field of protection risk monitoring, referral of SGBV survivors to service providers, psychosocial support provision to traumatized people and provision of physical rehabilitation service including mobility aids.

 

Emergency Response:  IDPs Response: HI Ethiopia is responding the border conflict humanitarian crisis in Liben Zone of Somali region with following areas of intervention.

-          Protection monitoring and referral to service providers including HI managed mobile inclusive safe space.

-          Mental health and psychosocial support service.

-          Provision of functional rehabilitation and mobility aids.

-          Capacity building of humanitarian organizations and government sector office staff mainstream protection in their programs.

 

Refugees Response: For the South Sudanese’s Refugees, HI Ethiopia is implementing the following activities:

-          Identification and referral of persons with specific needs with main focus to persons with disabilities, elderly people with disabilities, persons with injuries, chronic illness.

-          Promoting inclusion and meaningful access to humanitarian aid services.

-          Provision of Psychosocial service including group psychosocial/counselling sessions. Formation of peers to peer support group and strengthening community and family support system.

-          Identifying and referring the person with needs of specialized mental health services.

-          Provision of outreach functional rehabilitation services including physiotherapy and mobility aid

 

YOUR MISSION:

Under the responsibility of the Program Director and with the support of the HQ “Protection and Inclusion Technical Referents”, you will be responsible for:

  • Ensuring technical support on HI protection and inclusion approach within the emergency response specifically focused on person with special needs (People with disability, elderly, persons with chronic illness)
  • Providing training and coaching, and “on the job” training to HI teams, Government partners and volunteers on the protection and inclusion mainstreaming principles, including “do no harm”, GBV and CP mainstreaming within the emergency response
  • Provide specific technical support to the protection team and social workers
  • Provide transversal technical support to the rest of the team
  • Monitoring and maintaining compliance with standard HI technical guidelines and international protection guidelines on GBV and CP mainstreaming and response to PSN.
  • Ensuring HI’s proper representation in sectorial working groups;
  • Regularly reporting on the above activities (statistic, review monthly objectives, etc.) as per requested by your line manager and the HQ Technical Referent.

 

 

 

CHARACTERISTICS OF THE POSITION:

  • Security situation in Ethiopia is overall under control, despite some periodic ethnic clashes and roadblock by protester.  Otherwise, there is no movement restriction and project beneficiaries and ready reachable.
  • The position is located in 2 places: Gambella  75% and Filtu 25%

Context : Ethiopia mission is one of the largest mission in ACF-France. The 2017 is around 15 million €.  It has, in addition to Addis Abeba, 6 bases managing 30 to 35 projects funded by various donors such as ECHO, US donors, SIDA, GAC, French CIAA, UNHCR, UNICEF, HEF (former CHF), ACF… The context, though currently a bit tensed and volatile than usual, remains quiet, especially in Addis Abeba where this position is based. The finance team in Addis comprises of 5 to 6 staff, whose tasks need to be reorganised. A national HoD finance will be recruited and the expatriate will have to coach him.

The position:  Under the supervision of the Country Director, you will have to ensure sound and transparent administration of funds by providing accounting and financial management consistent with the ACF financial management framework and local legislation. The current Finance Head of Department expatriate cannot stay longer. You will also have to train the national finance HOD which recruitment is still on going. More precisely, the main responsibilities will be:

 

·    Contribute to the definition of mission strategy

·    Ensure high quality accounting for the mission

·    Ensure high quality cash management for the mission

·    Provide financial and budgetary management

Country Representative in Ethiopia (Re-Advertisement)

Location: Addis Ababa, Ethiopia

Contract Duration: 2 years (with possibility of extension for another 2 years)

Contract Start: As soon as possible

Objective
The Country Representative will be responsible for providing leadership to the Country Office staff, partners and programme work as well as ensuring CBM's  mandate, strategies and standards are implemented and in line with country policies and CBM's directives.
The incumbent of the position will represent CBM towards partner organizations and other institutions in Ethiopia, including liaising with the Government as well as other NGOs. S/he will monitor the performance, accountability and timely implementation of existing CBM partner projects in Ethiopia. S/he will facilitate and ensure monitoring and evaluation of CBM partner projects in close collaboration with other CBM programmatic staff in Ethiopia and the Regional Office East Africa. The country representative will report to the Regional Programme Manager East Africa.

Main Tasks

Country Office Administration

  • Ensure that CBM Regional policies and procedures (Administration, Finance, IT, Procurement, Safety and Security, Human Resources) are in place, enforced and adapted to the local context and laws
  • Ensure that the Country Office Ethiopia is compliant in regards to local registration and other relevant laws
  • Ensure effective human resource management and development, including review of personnel positions, annual performance appraisals, training plan and staff development


Programme Management

  • Lead implementation and review of Country Strategy and ensure alignment with CBM's Global Programme Strategy 2
  • Ensure programme work adheres to CBM's standards and principles as well as donor requirements, e.g. inclusive Project Cycle Management, Child Safeguarding, Disability Inclusive Development, Gender, Inclusive Indicators etc.
  • Identify and coordinate partners’ capacity development needs with the support of the Regional Office
  • Co-ordinate CBM’s involvement in country level forums/alliances/planning bodies with relevant stakeholders (Government, INGOs)
  • Ensure and increase visibility and presence of CBM within coordination and technical forums on disability, eye health etc. in Ethiopia
  • Contribute to the development of policies and legislation in areas relevant to disability and inclusive development
  • Seek alternative avenues for resource mobilization in conjunction with the Regional Office
  • Represent CBM’s values and promote the image of CBM in Ethiopia as a leading disability and development organisation


Financial Management

  • Maintain oversight of budget implementation rate and financial deliverables
  • Ensure that appropriate internal and management controls are established and maintained for accountability and efficient use of funding
  • Cooperate closely with Regional Office Chief Operations Officer to ensure deliverables at Regional, Country and partners level are met
  • Prepare and recommend annual budget for the Country Office for approval by the Regional Director



Professional Profile & Requirements

  • Master’s degree  in Development Studies, Disability Studies, Business Management, Health Management, Public Health, Public Administration, Sociology, Education or related field
  • Minimum of seven years work experience in the development sector with an international development organization, of which at least five in a senior management role
  • Demonstrated experience in Project Design and Project Cycle Management, including financial management
  • Significant experience in country programme management and development in an international NGO
  • Experience in networking and alliance building (national and local government, partners, projects, NGO alliances)
  • Excellent written and spoken English, knowledge of Amharic is an asset

  • Ability to prioritize work and meet deadlines
  • Ability to work with minimum supervision and high level of autonomy and flexibility
  • Very good experience in use of Microsoft packages such as Outlook, Word, PowerPoint, Excel, Access
  • Availability to spend 30% of his/her time in the field to support partners and travel to Regional Office
