JOB CONTEXT:
Bangladesh is one of the fastest growing economies in South Asia with one of the highest densities of population in the world. Bangladesh is a delta where 3 main rivers reach the sea. Most of the areas of country is a disaster-prone area in term of Monsoon floods, cyclone etc.

Bangladesh is currently dealing with one of largest humanitarian crisis in this reason in decades by hosting nearly around 1 million Rohingya people. Most of Rohingya’s populations are currently located in Cox Bazar district (Ukhiya, Teknaf ) where around 30,000 are located in Bhasan Char.

The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed.

YOUR MISSION:
Being a core member of country coordination team and under the responsibility of the Country Manager, the Operations Manager (Programme) contributes within the area where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the area, through a delegation system with appropriate control mechanisms. The Operation Manager manages a team of Area Managers and project managers in his/her country.

Mission 5: Emergency Preparedness and Response

CHARACTERISTICS OF THE POSITION:
Safety and Security

Security is fairly good in some area but in large remain ongoing concern in the country. The Hill Tracts (Myanmar border and Indian border) are zones where expatriates are not allowed to go except with an authorization from the government. In Dhaka, the blockades and Hartals (national strikes) can restrict project activity. Expatriates have to strictly follow the security rules, which are periodically updated. Expatriates are currently only allowed to move by car; walking in the streets is restricted to specific areas. Security in Cox’s Bazar is even more sensitive with the growing criminality in host community as well as in Camps.

Standard of Living

Dhaka is a large and densely populated metropolis, which is rapidly expanding. In recent years there has been a high increase in the development of shopping malls and restaurant/bar and coffee shop chains. The office and expatriate housing will be located within the diplomatic area, in Gulshan, provided all the required standard of living conditions and comfort level. Public transport options are limited and not accessible for expatriates, so alternative options are provided by HI. Traffic and movement by car within Dhaka can be slow, particularly during rush hours.

Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot of resorts, restaurants, bars providing international drink and food as well as specific entertainment such as gym, spa, etc.
Expatriates are residing in collective accommodation in HI GH both in Cox Bazar and Ukhiya. Travelling with in city in Cox Bazar only allowed with HI car and driver. Travelling between the different sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centered Northern (Kurigram) and Southern West (Kulana and Barisal) and Cox Bazar. Currently HI major operation is located in FDMN( Forcibly Displaced Myanmar National/Rohingya refugee in camp in Cox Bazar, Bangaldeshi National in Kurigram , Barisal and Kulna with 4 field offices ;Cox, Ukhiya, Teknaf and Kurigram. HI Bangaldesh is now become part of South Asia Regional programe (StratOp 2024-2026) with one of the great focus to create a opertaional balance between developmental and emergency operation ; hence while maintaining the current emergency operation in Cox Bazar ; HI is also extensively working to further expand programme to others part of the country including host community of Cox Bazar. JOB DESCRIPTION

Reporting to the Regional Director, the Country Manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he ensures optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organization through paradigm changes. The country manager manages a team of Area Manager, Grant Team, project managers and Compliance unit in his/her country.

1/ Management, strategy and direction

- You contribute to the development of the operational strategy of the program, as well as its implementation and annual monitoring in Bangladesh.

- Serving as Role Model and coach for your team, you contribute to organizational transformation. You communicate the organization's strategy, encourage innovation, and facilitate inter-departmental collaboration. You also play a crucial role in organizing operational management, ensuring performance, and fostering staff development while upholding the organization's code of conduct and policies.

These rules vary in strictness depending on the area (such as Cox's bazaar).

DESCRIPTION OF THE POSITION:

Under the responsibility of the Programme Director, the Technical Unit Manager (TUM) will be responsible to extensively take part in the development of the country operational & technical strategy. He/she will be responsible of the Technical Unit and will ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.

HI is looking for a Programme Development Specialist for one year.

YOUR MISSION:

Under the direct responsibility of Technical Unit Manager (TUM), you contribute within the country where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact on the programme development, partnerships and consortium development, Donor relationship, finding new opportunities as per Country Strategy/StratOp You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. You will also responsible to extensively work to build HI’s external profile and develop excellent and active working relationship with strategic donors and partners in country and develop programme accordingly. 

Responsibility 1: Strategic development:

- You monitor donors’ strategies and priorities in order to anticipate calls for proposals and identify opportunities for submission;

- You engage with identified donors to understand their perception of current HI programming and identify areas of interests for targeted fundraising efforts;

- You monitor research and development initiatives of other organizations, including INGOs, UNs and government to spot trends in the development sector which need to be taken into account to develop competitive proposals;

- You contribute to StratOp development and follow-up, with a focus on Fundraising action plan and Internal Project Documents.

Responsibility 2: Proposal Development and Grant Management

- You write  Lead donor’s proposal in accordance with HI’s proposal writing process and tools (PD-tool, Project Developement Monitoring tool, etc.) and including the development of: logical frameworks, MEAL plan, technical approach narrative, planning, staffing and budgeting;

- For the renewal of existing projects: you contribute, under the lead of the Project Manager, to the proposal’s writing;

- You coordinate and collaborate with HQ shared services, HI National Associations (Projects Support Officers) and technical staff to ensure their inputs are duly reflected in proposals;

- You identify appropriate/competitive teaming arrangements (consortiums, multi- country projects...) and facilitate negotiations;

- You manage coordination, communication and inputs from subs during project development for consortiums

- You review final proposal/concept note before submission for compliance with donors guidelines and expectations, budget matching to technical narrative and overall quality;

- You ensure (when relevant) the final submission of the concept notes and proposals to donors;

- You coordinate Donor Reporting, liaising with different departments, scheduling tasks, and providing guidance to relevant staff members to ensure timely and high-quality inputs.

- You liaise with HQ to maintain an updated grant follow up tool that is disseminated on a monthly basis to all relevant staff members along with the reporting table.

- You maintain proper records of all Grants and sub-grants, ensuring that grants information management and filing system is respected and all donor contractual documents, reports, key correspondence and other documents are appropriately filed in up-to-date.

- You ensure that all local partnerships have Partnership Agreements up-to-date in accordance (scope, duration and budget) with approved Donor proposals

Regularly visit field offices in order to work directly with program staff on the development of proposals.

Responsibility 3: Representation and Donor Relationship Management

- You work with the Programme Director and TUM to build HI’s external profile and influence, building key stakeholder relationships with relevant decision makers in government, national/local organizations, donors and key international organizations

- You develop excellent and active working relationship with strategic donors and partners in- country;

- You promote HI’s technical positioning, approaches, know-how and expertise in relevant networks in order to develop consortium agreements;

- You feed into the Funding Needs tool (on HINSIDE) to make sure program needs are well known at HQ/NAs level and develop supporting documents, such as “project sheets” and/or “donor sheets”

- You manage the program’s CRM and ensure it is updated as needed.

- You represent in Donor Meetings, upon request

Responsibility 4: Communication

- You are responsible for the main communication tasks within the mission: update of factsheet, newsletters, ensure that HI is published on a regular basis in the NCCI newsletter etc.

- You gather pictures (or other visibility material) from field teams and take pictures of HI activities when possible.

- You share and update the visibility plan for Bangladesh

You Support the TUM in any other tasks and remain flexible, to respond to additional tasks or changes as identified by the line manager.

JOB CONTEXT :

Bangladesh is one of the poorest countries in South Asia with one of the highest densities of population in the world – 160 million. Bangladesh is a delta where 3 main rivers reach the sea. Most of the country is a disaster-prone area in term of floods.

 

A high proportion of the Undocumented Myanmar Nationals (UNM) refugees in Cox’s Bazar remain in a chronic emergency situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous humanitarian assistance. The new influx, with more than 600,000 arrivals from August 2017, has created even more pressure on resources and increasing humanitarian needs. Two years later; 910,911 Refugees are registered in the District (August 2019, UNHCR data) and live in extremely basic conditions in 34 camps across the district.  The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed. The humanitarian needs resulting from the Mora’s devastating impact and the new arrivals of refugees have not been fully met yet.

HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.

In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.

JOB CONTEXT :

In response to the massive influx of refugees, HI set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in 13 camps located in both Teknaf and Ukhiya Upazilas providing services in physical rehabilitation, primary health care, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention are combined with a static approach in the camps in order to provide comprehensive services.In addition, HI is directly operating physical Rehabilitation services in 3 hospitals and 2 clinics located in the districts serving both Rohingya Refugees and Host population.

HI is also implement inclusive education activities through consortium projects and runs Activity Learning Centers and home-based learning targeting children with severe disability. HI collaborates with humanitarian agencies to mainstream disability and systematically influence the response strategies and plans through active sectorial representation and technically backstopping the working group platforms

As for its operational strategy for 2020, HI seek for opportunities to expand the provision of Sexual and Reproductive Health (SRH) services in the camps through its existing MU and to provide outreach physical rehabilitation services (home visits) in Host Communities.

The Inclusion Specialist is responsible to ensure the technical quality of mainstreaming and promoting inclusion of men, women, boys and girls with disabilities of various ages, within HI’s humanitarian action projects and in partnership with other actors within their humanitarian response, especially in the consortium-led projects and in external coordination mechanisms.
