Description

CONTEXT

MSF's mission in Belgium aims to address through a multidisciplinary and collaborative approach, the health needs and key social determinants of the most vulnerable segments of the population including migrants in transit, undocumented migrants and unaccompanied minors, while proactively engaging in assessing main difficulties and promoting institutional change.

Since 2015 MSF has been mainly providing first-line psychosocial and mental health services for migrants at the Humanitarian Hub and follow up for patients at the project offices. The Covid-19 pandemic led to a shift in the activities with the introduction of an outreach team initially focused on dealing with outbreak clusters and Covid-19 prevention. The outreach team now focuses on providing a comprehensive package of activities including curative medicine, health promotion, prevention and psychosocial support for migrants living in precarious situations in Belgium.

Over the last year the team’s activities have also permitted the identification of situations which necessitated emergency interventions; for example, to ensure access to basic medical care for asylum seekers outside the Migration Office in Brussels. The identification of the scabies and diphtheria epidemic in Brussels was also done through the work of the outreach team and the team subsequently organised the testing and treatment center and the vaccination campaign for migrants living in squats and shelters.

RESPONSIBILITIES

Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.

  • Know, promote, implement and follow up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respect medical secrets and confidentiality at all times.
  • Organize and carry out care and treatments according to medical prescriptions, and assist during consultations, daily rounds and other medical procedures. Participate in health education of the patient (and family) when necessary.
  • Carry and supervise administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensure an appropriate written/oral handover, and report any problematic situations and cases that may arise.
  • Participate in the outreach activity-related pharmacy and medical equipment control and maintenance, responsible of the monthly orders, in and out follow up and organisation of the medical bags used during the outreach medical interventions
  • Medical focal point role for the team concerning the homeless network in Brussels, link with these partners and share information on this network with the team;
  • Focal point for medical requests for the target group, answer their medical questions, and refer them to the appropriate people and services for non-medical and medical issues. It implies a lot of communication and follow up with medical and non-medical actors on daily basis;
  • Lead and organize small medical consultations in the area of intervention;
  • If necessary, carry out nursing procedures such as PCR tests, first aid for wounds, etc;
  • Participate in various working groups on the problems encountered in the sector. Share expertise with partners and present MSF outreach activity to partners;
  • Participate in the elaboration of the medical strategy for the outreach activities together with the team
  • Ensure data collection and (monthly) reporting.

CONDITIONS

  • Expected starting date: as soon as possible
  • Location*: Brussels
  • Contract type: Fixed-term contract - full-time
  • Contract duration: until March 31st 2024 - extendable
  • Salary according to MSF-OCB HQ grid

*Due to administrative constraints given the duration of the contract, candidates must already have the permanent right to work in Belgium (European Union citizen) or a residence permit/document with the mention “access to the labour market unlimited”
