CANDIDATE PROFILE

 

  • Medical or paramedical degree
  • Minimum of 2 years’ experience in the field of rehabilitation of victims of torture
  • MSF field experience and / or experience in developing countries is an asset
  • Ability to produce reports and protocols
  • Fluent in English and French, Italian or any other language is an asset

 

  • Results and Quality oriented
  • Team spirit and good communications skills
  • Networking skills  
  • Ability to represent MSF on public events and technical and scientific meetings
  • Willingness (flexibility) to travel and work between Roma, Brussels and the field is essential!

CONDITIONS OF EMPLOYMENT

Description

CONTEXT

MSF mandate is to provide medical care, always putting the patients and their primary needs first.

The medical care for torture survivors and other forms of ill-treatment is an operational priority in MSF- which was reinforced in the prospects 2014-2016. Prior to 2013, little experience on victims of torture (VoT) existed within MSF. As of 2013, MSF started working on the rehabilitation of VoT and the methodology chosen to increase this institutional and operational capacity was the "learning by doing" one in vertical projects.

Currently, MSF-OCB runs three vertical outpatient clinics for rehabilitation of VoT, all targeted towards migrant VoT. A comprehensive package of care is offered through multidisciplinary teams composed of psychologists, medical doctors, cultural mediators, physiotherapists and social workers. In 2016, MSF‘s teams have performed a total of 18.745 individual consultations. The evaluation of MSF-OCB torture rehabilitation projects shows that, the time is ripe to take the VoT initiative to the next level.

This means to work on capitalization of these 3 projects and using the expertise to implement an adapted package of activities for medical care and/or rehabilitation of victims of torture seen in other MSF projects. It is equally important to raise the awareness on torture within MSF and outside the organization, to contribute in the sharing and development of knowledge on this particular topic and to scale up the advocacy dedicated to it.

Main Objective of the position
Improve the institutional and operational approach towards victims of torture in MSF in the 3 existing vertical projects and in other relevant projects in the OCB portfolio, by supporting technically the implementation of a package of activities while providing MSF as an organization with an analysis and understanding of practices in this field and insure capitalization and cross-fertilization between missions.

JOB PROFILE

Technical support to the existing vertical and other future projects

  • Contribute in the development of  medical protocols, guidelines and standard tools in this field
  • Contribute to protocols for medico-legal documentation and assure principles of data protection in the projects in collaboration with the legal unit
  • Contribute to the development of protocols for “chronic pain management” to be used also for other chronic pain patients than victims of torture
  • Support the development of efficient data collection systems in collaboration with Luxor and the E-health unit
  • Define an interdisciplinary monitoring tool of quality and quantity indicators necessary for the monitoring of the program
  • Contribute to the development of operational research in collaboration with operations and Luxor
  • Support the development of advocacy strategy in close collaboration with the Analysis Department and Operations
  • Participate to the medical department meetings, the ARO’s and the coordination week.
  • Contribute to the definition of appropriate packages of services (curative activities, referral options,…) to be implemented in the projects adapted to the context. Define a light approach that can be implemented in emergency contexts.
  • Contribute in the definition of the flow of patients and the organization of the multidisciplinary approach towards patients and support the development of admission and exit criteria
  • Respond to technical requests from the field and the operations and conduct regular field visits
  • Analyze the need for briefings and trainings for MSF staff and develop accordingly
  • Collaborate with other referents in the medical department on subjects of common interest

2. Coordinate the “torture/ill treatment working group” and assure links with other organizations

  • Setup and coordinate an working group as a platform of support, expertise and exchange, internal to MSF-OCB and composed of representatives from the medical department, the legal unit, the analysis department and the operations, which provides support on issues related to the care of victims of torture and ill-treatment.
  • Ensure a proper networking with other organizations and regional/international platforms with an expertise on the rehabilitation of victims of torture/ill treatment
  • Participate to workshops, international expert groups, conferences, or other validated initiatives when relevant.

3. Support pro-actively the development of the thematic in other projects  

  • Ensure documentation, collection of information and capitalization of the three vertical project experiences in this field
  • Ensure dissemination of findings of these projects inside the OCB community
  • Look proactively where and how to improve our medical care to victims of torture and ill treatment in other countries and projects in collaboration with the operational cells
  • Monitor situations where MSF teams could be confronted to torture and ill-treatment and answer to questions that may arise from such situations
