Profil

YOUR PROFILE : • You hold a degree in Master’s Degree in a relevant field of study (Business, Social Work, Political Science, Public Policy, etc) • You have at least 8 years’ experience in a technical support position and prior management experience. • You have a previous 2 years’ experience in project design & development, proposal writing. • You have previous work experience in livelihood activities or inclusive livelihoods. • You have a good understanding and working knowledge of the UNCRPD and SDGs • You have proven skills in advisory tasks and transfer of competencies. • A previous experience supporting the design and delivery of disability inclusive development programs, including policy development is preferable. • You are fluent in English (written and spoken skills) • You have sense of creativity, initiative and curiosity. You have the ability to work in a team.

JOB CONTEXT : Humanity & Inclusion has been implementing programmes in Laos since 1996. The overall objective of the HI strategy 2012-2016 for Lao PDR was to contribute to strengthen a Lao society where all adults and children live as equal individuals in a safe environment. The strategy consisted of the following three main pillars: • Pillar One: Prevention of impairments • Pillar Two: Access and support to rehabilitation services for persons with disability. • Pillar Three: Support to local actors for the promotions of rights of persons with disability. In 2019, the HI Lao program will be part of a new program desk and a regional strategy will be developed for PDR Lao, Cambodia and Vietnam together. According to that strategy a new organisational chart will be design with regional position. The intervention sectors in 2019 for PDR Lao include: - Mine/UXO Action (clearance, survey, risk education and victim Assistance) in Houaphan province - Community Based Inclusive Development(CBID) in Savannakhet and Houaphan Provinces - Support to the implementation of the National Disability Law, Policy, Strategy and Action Plan (USAID Okard- country-wide) - Early Child Development in Vientiane (until March 30, 2019) - Rehabilitation in Vientiane Capital + 4 provinces (until March 30, 2019) - Support to the Non-Profit Association- Coordinating Committee (including key affected populations) for HIV, TB and Malaria (country-wide) - Inclusive Employment- Savannakhet province - Inclusive Education (USAID L2R – country wide) YOUR MISSION: As Technical Unit Coordinator (TUC), responsible for managing and coordinating all of the technical staff/resources of the HI Lao program (Inclusive Technical Unit- ITU), identifying technical needs across all projects and interventions and matching the technical resources available (or finding external resources) to meet those needs. To do so, you will provide specific technical advice and support for HI Lao projects in the areas of inclusive livelihoods, gender/social inclusion and inclusive policy. You will also work to maximize the other technical staff/resources and link them to identified project needs. You will directly manage a Rights and Inclusion Technical Advisor, the Senior Technical advisor for USAID Okard and HI’s GESI specialist (inclusive education). You are also responsible for close collaboration with HI’s MEAL unit, in order to capitalize on lessons learned and best practices from past and current HI projects (both in Lao and more globally. In this framework, your main duties are: • Ensure strategic direction and designs of future activities are consistent with HI principles and priorities (10% of time) • Improve the coordination and allocation of technical resources across all HI projects and with project partners (20% of time) • Provide technical support and capacity building to HI projects, partners and stakeholders in the areas of inclusive livelihoods, social/gender inclusion and inclusive policy (50% of time) • Strengthen HI’s partner and exchange networks (10% of time) • Create a strong communication and learning system between the Inclusive Technical Unit (ITU) and the MEAL unit (10% of time)

CHARACTERISTICS OF THE POSITION : • The position will be based in Vientiane with occasional trips to the provinces. Vientiane is a relatively safe city. • The living conditions in Vientiane are suitable for a family posting. International staff is accommodated in private house and some schools respect the international standard (Ecole francaise HOFFET, Vientiane International School).

CONDITIONS: • Starting date : March 2019 • Length of the contract: 18 months • Employee status, according to experience : - Salary from 2757 € gross/month regarding the experience of the candidate - Perdiem : 566 € net/month - Insurances : medical hearth coverage, retirement planning, repatriation - Paid holiday : 25 days per year - R&R : Level 1 : 1 day per month - Status : position open to couples and/or families - Housing : individual taken in charge by HI
