Profil

- Diploma in Finance, Administration, or Human Ressources

- At least 3 years of professional experience in humanitarian and/or development context

- 2 years mandatory on a similar position (Administrative coordinator at least)

- Proven managerial experience

- Proven representation experience

- Experience in the region would be a strong asset

- Strong communication and reporting skills

- Strong organisational skills

- Strong interpersonal and intercultural skills

- Ability to work under high pressure

- English mandatory (oral and written) ; Russian speaker is a strong asset.

MISSION CONTEXT

Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to the persistence of armed conflict, opposing the Ukrainian Government and Separatist forces. As of 2 February, at least 6,000 people were killed and 15,000 people were wounded, more than 5 million people are in need of assistance, and 1,1 million IDPs are registered across the country. The conflict has plunged the majority population of Donetsk and Lugansk regions in an alarming situation, who is no longer able to access income and to meet their primary needs, such as food, water, health care and shelter. Many people suffering from injuries or disability do not have access to governmental or Non-Governmental assistance because of their mobility reduction, increasing their vulnerability and their emergency humanitarian needs. PROJECT OBJECTIVES The project implemented by Handicap International in Ukraine is responding to the most urgent needs identified. - Mine Risk Education : Increase awareness related to the threat posed by CW (Conventional Weapons) for children living in affected areas ; - Physical rehabilitation and capacity building: Prevention and reduction of the risk of complications/impairments of injured people through home-based rehabilitation, donation of assistive devices to conflict-affected individuals and capacity building of health facilities in terms of early rehabilitation cares. - Inclusion : Advocacy at coordination levels, networking among key structures to improve inclusion practices in emergency responses and allow humanitarian stakeholders to reach the most vulnerable at risk of exclusion and cover their needs, and enhancement of the access to information for vulnerable individuals affected by the country.

MAIN RESPONSIBILITIES

Under the direct responsibility and support of the Head of Mission, you will be responsible to ensure the mission's financial, logistics, administrative and human resources management and guarantee compliance with the country's legal framework and head office rules.

1. Ensure respect of legal requirements,

2. Oversee the mission's financial resources

3. Design/update HR policies and oversee their implementation within the mission

4. Oversee the mission's logistics management (procurement, equipment, fleet of vehicle, stocks, bases) in compliance with internal and donor procédures

5. Manage the mission's support teams

6. Take part in the drafting and implementation of the Country Emergency Plan (financial, administrative, HR aspects).

•Based in Kiev with frequent displacements on the field (Dniepro)

•Start: 23 May 2016

•Duration: End of December 2016

•Living conditions: flat in Kiev and guesthouses in the field bases, shared with other expatriates (no charges)

• No government zone: insecurity, curfew, few entertainment
