Profil

• Recommended a minimum of 10 years management experience in a corporate or an NGO environment, including significant field operations experience running directing and implementing programs for children in both emergency and development programs contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies • Recognized leadership role in relevant technical areas at both field, country level and preferably at the regional level. • Masters degree in Social Sciences, in an area of social development or other social sciences • Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure • A very good understanding of at least 3 general appreciation of the sectoral programs and a working knowledge of the program priorities of the West and Central Africa Region. • Substantial experience in logistics, including procurement, supply chain, fleet management & inventory • Significant knowledge of international issues concerning the NGO sector, both development and humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management issues • Substantial Solid experience and knowledge of effective financial developing and managing monitoring and budgetary control learning systems • Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and securing cross sector working • Credibility to lobby, influence and managing grants from major institutional donors represent Save the Children at all levels • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results • Ability to analyze information, evaluate options and to think and plan strategically • An in-depth understanding of national and international development issues in particular in relation to children • Previous experience of managing and developing a team and the ability to lead, motivate and develop others • Excellent interpersonal, communication and presentation skills • Resource management, training , capacity building, coaching, and mentoring skills • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in the event of major emergencies • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches • Fluency in written and spoken English

CONTRACT LENGTH: 03 Years renewable ROLE PURPOSE: As a member of the Regional Senior Leadership Team, the Director of Program Development and Quality shares in the overall responsibility for the strategic direction of all Country Offices within the Region. As a member of the Regional Senior Management Team (SMT) the Director of Program Implementation and Quality is responsible for overseeing that the WCA CO’s develop high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of all programming those programs. Provide technical assistance and appropriate monitoring and evaluation in WCA country offices. Provides strategic leadership in driving scaling up of programs and expansion. Serves Members and their donors. SCOPE OF ROLE: Reports to: WCA Regional Director Staff directly reporting to this post: M & E Manager, Award Manager, Programme Officer, and Regional Project Managers. Post will have management oversight of Member deployed TAs. KEY AREAS OF ACCOUNTABILITY: As a member of the Regional Senior Leadership Team, contribute to: • Leadership as a member of the Regional Senior Management Team • Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors • Help design and implement coherent WCA Country Office multi-year strategies consistent with agency practices and appropriate to program needs • Support WCA CO’s to establish, maintain, and improve active and regular working relationships with donors, partner agencies including major institutional humanitarian and development donors, and local and international NGOs • Ensure that WCA Country Offices comply with all Save the Children Management Essential Standards • Ensure that all required support for WCA Country Offices is provided promptly, at scale and in line with the rules and principles during emergencies Oversight and Management of Program Development Responsible for overall Strategic Planning • Provide strategic vision and direction to the Save the Children WCA Country programs • Take a lead role in developing regional program strategy and annual plans ensuring coordination of program implementation and delegated responsibility for field delivery of high quality programming in line with the objectives of all technical input to country strategies • Participate in program proposal process and ensure that all programs progress in accordance with grant agreements, are completed within time and on budget reports produced • Participate in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children at scale. • Ensure that programs are implemented in ways responsive relevant to the communities, and children in line with Save WCA regional strategy and to the global program and advocacy objectives of the Save the Children principles, values and its Members Program Design and Technical Assistance • Ensure that the WCA Country Offices have a first class, multi-sectoral and strategic plan dual mandate program reflecting all priority technical and following sector aspects of the Save the Children compliance procedures. This includes that CO’s are working with government and national NGO-partners to strengthen national capacity • Ensure CO preparation of the design and development of child focused emergency and development programs of a high quality progress reports, that contribute to the WCA Country Office’s strategies and plans, informed by child participation where possible • Ensure that the different technical sectors of the WCA Country Offices are coordinated, integrated and support each other to optimize programs and projects • Ensure that technical teams provide input into proposals and proactively and regularly communicate planned requirements for program reports, and donor reports design and implementation to relevant WCA CO departments/functions • Coordinate overall funding process in ensuring adequate resources are secured for program activities from both grants and SC the private funds of Save the Children members. This, including: developing funding strategies, creating grant proposals, and identifying strategic leads and concepts Assessment, Monitoring and Evaluation & Learning • Develop a robust M&E system for WCA ROs to measure achievement and progress toward program goals and results • Develop WCA CO capacity for internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary so as to maintain consistent and coherent Implementation across the WCA Region. • Oversee Save the Children WCA [Country offices]'s operational research programs, deliver existing projects and develop new ones. Ensure the publication and dissemination of results • Ensure learning by the WCA country programs from relevant best practice internally and externally both nationally and globally and make learning from WCA Country Offices is available for other programs. • Partnership Management • Ensure that WCA CO partnerships are formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children • Support WCA CO’s on analyzing potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations • Ensure that the WCA Country Offices engage in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy Award Management • Ensure that the required systems are developed for the management of all funding streams provided by Members. Member Services Leadership • Develop platforms and opportunities for increased member engagement and support for the region for both development and humanitarian work • Being the first point of contact for members on Region specific issues, and for linking with Country Offices as needed • Supporting a culture of continuous learning and knowledge sharing between members, Country Offices, and the region • Implementing the necessary processes to measure performance against key indicators and member’s satisfaction, monitoring levels and taking corrective action to ensure ongoing, measurable improvement of Member Service • Supporting line management to resolve any regional or country specific issues when required, serve as a neutral mediator between countries and members as called for. • Takes the lead on interface with Members, GI’s and Country Offices to set the dates, objectives and Agenda for the Regional Forum ensuring wide member participation and satisfaction. Circulate to all participants 2 months prior to meeting. Within 1 week of the Regional Forum send all participants agreements reached and Action Items including summary note on meeting. Staff Management, Mentorship, and Development • Ensure appropriate staffing within WCA CO Program Implementation, Development and Quality including sub office staff • Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up • Manage the performance of all staff in the Program Development and Quality work.
