Key Skills and Attribute •Recognized leadership role in relevant technical areas at both field, country level and preferably at the regional level. •Robust experience of NGO program cycle management, and with experience of working within a complex and matrix organisation structure •Significant knowledge of international issues concerning the NGO sector, both development and humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in all context •Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and securing cross sector working •Credibility to lobby, advocate and represent Save the Children at all levels with major donors and governments •Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results •Ability to analyse information, evaluate options and to think and plan strategically •An in-depth understanding of national and international development issues as they related to children •Previous experience of managing and developing a team and the ability to lead, motivate and develop others •Excellent interpersonal, communication and networking skills •Resource management, training, capacity building, coaching, and mentoring skills •Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in the event of major emergencies •Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches •Fluency in written and spoken English and French Qualifications Master’s degree in relevant field or equivalent experience; approximately 10 years’ management experience in development or humanitarian (preferably both) programming, including significant field experience

Opportunity Overview Reporting to the Regional Director for West and Central Africa, this exciting career opportunity that will suit someone with significant ambition, high potential and passion for making a difference in the lives of children. Position Profile As a member of the Regional Senior Leadership Team, the Director of Program Development, Quality and Advocacy (PDQA) shares in the overall responsibility for the strategic direction of all Country Offices within the Region. The Director of PDQA supports Country Offices to deliver on their strategic objective in all contexts, ensuring immediate and lasting change for children, in line with Save the Children’s theory of change. This requires strategy formulation, strategic portfolio design and positioning, evidence based programme design integrated with advocacy and campaign aspects, competitive proposal development, and high quality, accountable delivery of activities, evidence generation and learning. This position directly oversees a team of professionals who contribute to this effort, and works closely with Directors of PDQA at the country office level to support their initiatives, ensure appropriate levels of technical support, position the organization strategically on issues important to children (both nationally and regionally, where appropriate) and to ensure synergies between the country offices. Location Dakar, Senegal Contract Interntational Key Accountabilities •Help design and implement innovative, relevant and coherent multi-year strategies consistent with agency practices and appropriate to program needs. •Lead strategic thinking on where multi-country or regional programming initiatives are relevant. •Ensure that the different technical sectors of the Country Offices are coordinated, integrated and support each other to optimize programs and projects. •Oversee the Monitoring Evaluation, Accountability and Learning function and instil a culture of accountability, evidence generation, and safe programming with a focus on sustainable impact for children. •Develop platforms and opportunities for increased member engagement and support for the region for both development and humanitarian work. •Coordinate member Technical Advisors and ensure inclusion in relevant discussions. •Develop Country Offices’ capacity for internal and external program/project evaluations, operational research, and learning and ensure synergies are maximized across the country offices Child Safeguarding Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
