QUALIFICATIONS AND EXPERIENCE • significant senior level leadership and management experience in a large and complex international NGO or organisation in finance • qualified finance professional with financial management experience at a regional level within a complex global organisation • experience of developing and building capacity in a regional finance function experience of implementing/working within strong control frameworks, where an audit background would be desirable • demonstrated ability to thrive in a matrix management environment. Description

CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: As a key member of the regional leadership team, you will take shared responsibility for delivering Save the Children’s strategy within the region. You will: • be the trusted partner of the Regional Director and his / her immediate team on all finance related matters • contribute to the development of multi-year strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and best-in-class forecasting • develop the capacity of Country Office (CO) Finance Directors and their teams in order that they meet Save the Children International finance and award management essential standards and comply with Save the Children International standard operating procedures • ensure that appropriate controls are in place across the region and that financial risk is minimised • enable appropriate operational and investment decisions to be made on the grounds of sound financial analysis • Support financial readiness, planning and response to humanitarian situations. SCOPE OF ROLE: Reports to: Regional Director, with functional line to Director of International Programmes Finance, SCI London. Dimensions: Save the Children works in 9 countries in the West and Central Africa Region with a current staff complement of approximately 2500 staff and current expenditure of approximately $200 million each year. Number of direct reports: 3 and functional line management of 9 country finance directors KEY AREAS OF ACCOUNTABILITY: Financial Leadership and Management, including: • contributing to the development of the multi-year strategic and operational plans, and being accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and world-class forecasting accuracy • ensure integrity of the accounts of the countries within the region. Make sure that main policies and procedures are well understood; accountability is clear, carrying out proper management review of reported results • internal control - ensuring that funds are used as intended. Accountable for control of assets and liabilities, ensuring costs are accurately charged against awards or budgets, • provide decision support to the Regional Director and Regional Leadership Team. Responsibility for oversight of deployment financial resources extending to all key activities of the organisation: awards management, logistics, operations etc and short term and strategic issues • focus on cost effectiveness and cash-flow. Champion of cost effectiveness in general ensuring that countries and regions are operating with a sustainable cost base, taking into account cost recoveries and strategic role • ensure Country FDs and regional finance staff have the right finance skills and experience to carry out their roles. • contribute to development and implementation of global finance strategy. Helping develop the overall functional strategy for Save the Children, lead or participate in specific initiatives on behalf of the whole organisation and drive implementation of agreed strategies within the region and the organization as a whole • developing the financial management capacity of the finance staff and budget holders at CO level to ensure the organisation’s dual mandate goals and business objectives are met • providing high quality financial and accounting support to SCI; providing oversight to ensure: • COs provide accurate and timely recording of accounting transactions • CO financial controls are in place and adhered to • COs comply with SCI financial standards • providing input into CO accounts and strategic / operational plans; critically reviewing CO budgets and performance against targets, and identifying action plans required to ensure the region is on track for achieving objectives • ensuring compliance with legal and grant regulations and financial management policies and procedures; reviewing monthly exception reporting in conjunction with CO finance and Country Director to understand performance issues on grants highlighted • developing the capacity of CO staff to comply with and enforce counter-fraud policies, and involvement (where necessary) in investigations of incidents of alleged fraud • providing ongoing support and coaching to strengthen the finance team’s performance towards serving stakeholders’ needs, and the performance of finance professionals within the COs. Setting performance objectives and developing action plans with direct reports to achieve goals. • providing surge capacity for emergency response including dramatically changing work practices and cooperating with in-coming response teams • managing the regional office budget, providing accounting, payroll, grant management and financial management support; jointly accountable for achieving the results laid out in the short-term plans • assisting with financial recruitment across the region, to ensure a world-class function Support the change management process within your region, including: • role modelling and supporting the development of an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors • ensuring constant attention is paid to all elements of the change management process. Staff management, mentorship and development, including: • managing the regional finance team; defining expectations, providing leadership and technical support as needed, and evaluating direct reports regularly; • being responsible for the recruitment, training, and promotion of staff as appropriate and ensuring availability of appropriate professional development opportunities for staff; • managing the performance of all staff in the finance and support services work area through staff development strategies and performance management systems.
