Profil

-University degree (BA) in Law, Political Science, International Relations or other relevant discipline, with focus in International Refugee Protection and/or Human Rights

-Master degree (MA or LLM) in International Refugee Protection and/or International Human Rights

-Minimum of 2 years of relevant working experience in protection-related sectors

-Strong background in protection

-Strong skills in networking with partners and donor liaison

-Experience in writing policies and guideline documents

-Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks

-Knowledge of the region and previous experiences in humanitarian programs in response to the Syrian crisis (DESIRABLE)

-Fluency in English 

-Knowledge of Italian and Arabic “desirable”

-Strong organizational skills 

-Excellent interpersonal and communication skills 

-Problem solver, dynamic, mature

-Pro-active approach to work

-Flexibility, good diplomatic skills (with authorities and donors)

-Available to share accommodation facilities when required

-European Driving license B (DESIRABLE)

Description

INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

Reporting to: Protection Advisor

Supervision of: Protection Officers (n.3 – national staff)

Dependents: According to INTERSOS HR Manual

2. General context of the project

The overarching objective of the project is to contribute towards enhancing protection and promoting safety in a dignified manner for extremely vulnerable Syrian refugees in Jordan.

The action aims to improve access to documentation/registration (UNHCR certificates, MoI service cards, marriage, death and birth certificates) for extremely vulnerable Syrian refugees with specific challenges and/or legal complex issues, thus mitigating the associated protection and safety risks. The action also aims to provide vulnerable Syrian and Jordanian HHs with adequate resources to mitigate the impact of winter harsh conditions.

The action has started in March 2016, through a project implemented by a consortium formed by INTERSOS, as leading agency and International Catholic Migration Commission (ICMC); on the 1st of October 2017, the Consortium merged, under the lead of the Danish Refugee Council (DRC), into a Consortium formed by IRC, INTERSOS, ICMC, Premiere Urgence Internationale (PUI), Mercy Corps, and IMPACT has been established to implement this action.

3. General purpose of the position

Under the supervision of the Protection Advisor, the Protection Specialist will be supporting the protection mainstreaming across INTERSOS Jordan’ programmes, as well as assisting with the design and implementation of protection interventions with specific regards to protection risks concerning Syrian refugees residing in host communities, as well as Jordanians and other refugees and/or asylum seekers currently residing in Jordan. S/he will be responsible for ensuring that quality programmes are conducted and staff’ capacities developed in order to provide the highest protection standards to all INTERSOS’ beneficiaries in Jordan.

4. Main responsabilities and tasks

-Technically support the implementation of the protection-related components of INTERSOS’ projects in Jordan, with particular focus on documentation issues, child protection, GBV and protection mainstreaming;
-In cooperation with INTERSOS Jordan Program Managers, conduct structured monitoring activity, as Protection Monitoring and Post Distribution Monitoring (PDM) exercises where necessary;
-Support the Protection Advisor in ensuring timely implementation of protection interventions and monitoring, in compliance with relevant Standard Operating Procedures (SOPs), international principles, standards, guidelines and good practices in protection responses, as well as INTERSOS Fundamental Charter and Code of Ethics, INTERSOS PSEA and CPP;
-Meaningfully mainstream protection in all INTERSOS’ programmes, to ensure the integration of the protection component within other sectors of intervention (i.e. Education, Wash, Cash assistance, Basic Needs etc.);
-On a constant basis, perform field visits to the projects’ locations, to continuously monitor the progress and the quality implementation of the protection-related activities;
-Ensure the functioning of the internal assessment and referral of protection cases and support the Protection Advisor in advising Protection Officers on the management of complex protection cases;
-In coordination with the Protection Officers, build the capacity of specialized and non-specialized staff, providing ad hoc training sessions and continuous on-the-job coaching to ensure that basic concepts of Child Protection, SGBV and general protection are understood and translated into practise by all colleagues;
-Pro-actively participate to Protection Working Groups, Sub-Working Groups and other coordination and liaison meetings with partners and other actors;
-Participate to the development of high quality concept notes and proposals with regards to protection, and engage with donors’ technical advisers as requested by Protection Advisor;
-Provide timely inputs to programme and donor reports on protection project’s activities in compliance with internal requirements;
-Perform any other task requested by the Protection Advisor in the framework of the protection activities of INTERSOS programme in Jordan.
