Profil

You hold a Bachelor degree in law, Political Science, Anthropology or other relevant discipline with specific focus on migration, international protection standards for refugees etc.

You have a Minimum of 5 years’ experience delivering protection activities in emergency and development context for migrant and refugee’s population. Experience if possible in Europe and in southern countries. Experience as technical advisor and trainer is a plus.

You have thorough experiences and sound knowledge of protection issues, human rights and migration and refugees legal framework. Knowledge on disability approaches is a plus. You have :

·         an expertise in training methodology and project management engineering.

·         good oral and written communication skills and ability to conduct meetings and trainings.

·         good coordination capacities, partnership management and networking.

·         ability to be in support/coaching professional attitude.

You must be fluent in English and French

CONTEXT:

Within its strategy, HI has the objective of developing actions towards mixed migration population. Technical human resources are needed to support them.

Under the supervision of the Protection & Risk Reduction Director, you will be part of the Protection and Risk Reduction Division composed of 20 staff. It is part of the new technical division within the Operation Division.

Migrants and persons forced to displacement are specifically vulnerable to any type of violence and violation of their fundamental rights. Furthermore often their migration course generates or worsens causes of disability. HI wishes to develop projects, in Europe and its other countries of intervention, to address and contribute to prevent these situations. 

The Protection Specialist for Migration is a new position that will provide technical inputs to guide and train HI teams to develop, implement and monitor projects supporting migrants and forced displaced populations.

 

OBJECTIVES: 

You contribute to defining from scratch standard frames of intervention towards these populations as well as insuring a transversal thematic focal point on migration for other technical divisions (Health & Prevention, Social & Inclusion etc.) or internal departments such as advocacy. You represent HI in external professional networks/working groups.

 

 

MAIN RESPONSIBILITIES:

 

In the respect of HI mandate and values, you define an operational strategy within HI expertise to address protection needs of migrant and forced displaced populations:

ü  Lead and contribute to the development of a first operational framework consistent with HI expertise and approaches, particularly on protection against violence based on age, gender and disability and inclusive humanitarian action.

ü  Design new operational and methodological guidelines and frames, as well as minimum standards for intervention.

ü  Contribute to the design of the Division 3 years technical strategy.

ü  Ensure technical learning from projects by using lessons learned and capitalization studies.

ü  Suggest and design technical innovation and research projects.

 

In the respect of HI policies and technical positioning, you support the development, implementation and quality control of projects aimed at addressing and preventing violence against migrants and population touched by forced displacement

ü  Provide technical guidance to the programs through the plurianual country operational framework.

ü  Support the development and implementation of surveys and needs assessment.

ü  Review proposals and guide the teams in developing the projects according to HI Planing-Monitoring-Evaluation policy within its area of expertise.

ü  Ensure technical support to projects’ teams when gap of expertise on the field.

ü  Conduct assessments on technical quality and relevance on projects, issue recommendations and monitor their implementation.

 

You contribute to the strengthen human resources within HI in its area of expertise :

ü  Contribute to identification, recruitment and appraisal of qualified national and international human resources within its area of expertise.

ü  Describe job profile standards and skill matrix for each profesionnal channel.

ü  Identify and design specific individual and collective briefing, coaching and training activities for field staff.

ü  Participate to internal training sessions for field or HQ staff within its area of expertise.

ü  Develop and maintain a roster of technical human resources able to collaborate on the thematic with HI.

You contribute to HI’s participation to relevant professional networks and working groups, at national and international level, and insure internal focal point on migration issues:

ü  Ensure sectorial watch on migration topics within the international ad hoc networks.

ü  Raise HI’s expertise on protection within migration by participating to relevant external foras (with prior mapping to be done), identifying partnership opportunities and diffusing the outputs within the organization.

ü  Promote internally and externally HI’s experiences and approaches through comunication: publications, public presentations, working groups, networks etc.

You ensure a role of Internal focal point by providing inputs to other internal departements based on HI protection operational strategy, on global migration situation/response watch and on the internal transmission or international norms and approaches.
