Profil

Educational background and experience:
 At least 2 years of professional experience in project management
 Experience in humanitarian context, preferably in emergency
 At least 2 years of professional experience in the field of vulnerability / disability
 Previous experience in the Middle East a plus

 English mandatory (oral and written)
 French and Arabic language skills considered a plus

Skills:
 Strong project and team management skills
 Strong communication and reporting skills
 Strong interpersonal and intercultural skills
 Ability to work under high pressure and without constant supervision

Required IT skills:
 Proficient command of Microsoft Office Package

SALARY

Status: salaried or volunteer contract
Remuneration: According to HI salary scale
Start: 22/02/2016

Living conditions: guesthouse shared with other expatriates (no charges)

MISSION PRESENTATION
Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision and ii) to maintain a capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders.

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

MAIN TASKS

Under the responsibility of the Field Coordinator and in close cooperation with the program coordinator, he/she will be in charge of :
• The overall implementation and management of the project, within the frame of HI mandate and objectives, and donor requirements.
• Ensuring the incremental accompaniment and capacity building of the Lebanese Deputy Project Manager aiming at the eventual hand-over of project management responsibilities at the term of your assignment
1) PROJECT IMPLEMENTATION
 Ensure the project implementation
 In the frame of the ongoing project, ensure notably the following:
o Identification and assessment of vulnerable persons
o Referral of assessed persons to external assistance stakeholders according to needs
o Direct provision of physical and functional rehabilitation services
Ensure the integration of the different components of the project aiming at a comprehensive case management
 Ensure the implementation of HI partnership component in line with the relevant framework:
o Follow up of targeted local organizations’ assessments and selection;
o Provision of support to health structures and local non-profit organizations
o Adequate involvement of partners in the project (transfer of activities, respect of HI and humanitarian principles, etc.);
o Ensure the partnership follow-up from an operational point of view, including administrative and logistics aspects
 Ensure the implementation of HI inclusion component in Lebanon in line with the relevant framework :
o Training of targeted humanitarian actors on inclusion practices;
o Advocacy on inclusive humanitarian assistance and community support for crisis affected vulnerable persons in Lebanon

2) TEAM MANAGEMENT
 When relevant, proactively contribute to project set up definition
 Lead the recruitment of project team members according to needs and budget
 Ensure that appraisals of the employees are conducted according to HR procedures
 Oversee project team planning (activity planning, leaves planning…)

3) CAPACITY BUILDING
 Assess / confirm the definition of an action plan for the capacity building of HI Deputy Project Manager in the Bekaa Valley aiming at a full take-over of the PM responsibilities at the term of your assignment
 Lead the implementation of the action plan
 Ensure regular exchange of information according to the relevant process as regards to the Deputy Project Manager

4) BUDGET MANAGEMENT
 Ensure the management of the project budget lines, plan and follow-up of the expenses through the implemented financial tool (OFU, BFU, etc.);
 Contribute when requested to the design of new budgets
5) PROCUREMENT/STOCK MANAGEMENT
 Follow up on supply needs for the project in comparison to available stock (minimum stock);
 Launch and follow up on timely procurement of supplies necessary for the project;

7) EXTERNAL COORDINATION AND REPRESENTATION
 Represent HI  in the project area towards relevant stakeholders
