Profil

Requirements: • Master’s degree in business, finance or accounting • Excellent knowledge of SAP, Excel , Experience using MS Office • 8 + years experience in grants and contracts administration, including the ability to understand financial reports and analyze financial variances • Knowledge of donor requirements (especially EU, DGD, UN) • 3+ years’ experience supervising staff • Fluent in English and French. Dutch / Spanish would be highly valuable. Description

NGO without any political, religious or governmental strings attached, Plan Belgium, member of Plan International, supports projects that deliver long lasting benefits in over 50 developing countries and aims to reach as many children as possible, particularly those who are excluded or marginalized. To achieve this, Plan operates in many disaster situations providing support for communities affected, especially children. Today, Plan Belgium is strengthening its Program Department by recruiting an experienced (m/f) finance and grants professional to guarantee the set up of a financial reporting system (Program South related) , to follow up financial information of the Country Offices as well as analyses and final reporting to different stakeholders (DGD, EU, …), and to train staff (in Belgium & in the South). The “Programme Finance Controller” will be a member of the Program Department and will report to the Director of Program Director. Key responsibilities: o Monitor and coordinate grant financial management and compliance including: o Creating and reviewing of financial compliance checklist o Conducting initial assessment of financial management systems and provide extra training around fund accounting and reporting set up, compliance briefings, briefings on the importance of maintaining support documentation, etc., and report findings to stakeholders o Ensure reconciliation of grant actual expenditure vs. grant budget, grant receipts vs. actual expenditure and budget variance analysis Review the donor financial and program reports and provide feedback to relevant staff prior to submission, ensuring these are timely, accurate and reliable. o Ensure timely request for no-cost extension or budget realignment. o Arrange, and or conduct training and capacity building to address grant management competency gaps. o Coordinate the donor’s post-closing financial audit. Work with stakeholders to respond to the audit findings and highlighted risks and project evaluation concerns. o In order to build capacity, provide financial training to stakeholders on how to identify potential risk, the impact of the risk. In collaboration with the Program Managers (South & North) : o Ensure that field stakeholders understand their expected roles and responsibilities, the terms and conditions of the grant, all reporting requirements. o Ensure changes in the grant agreement are communicated to relevant stakeholders. o Review and provide input into the grant agreements. o Review Terms of Reference and budget versus actuals for external audits and evaluations. o Proactively identify problem areas or potential problems, making recommendations to address issues before they impact the project; develop action plans and follow up with the stakeholders to ensure the problems have been addressed.
