Profil

CANDIDATE PROFILE

  • Mechanical Workshop Manager and/or Mechanics and/or Fleet Manager, with a minimum of 2 years’ experience, or equivalent in level and experience.
  • Experience with electronic diagnostic tool for vehicle and workshop management software is an asset.
  • MSF and/or humanitarian experience on the field, with a variety of Mechanic, Fleet Management is a valuable asset
  • Knowledge on Project management is an asset.

  • Experience in Workshop Management within MSF will be a valuable asset.

  • Adaptability to different context, climate and travel a lot with few days to prepare it.
  • Ability to communicate with different actor around a same topic with clear position.
  • Ability to set priorities and organise his/her own work.
  • Ability to integrate quickly a team and build trust.
  • Ability to report orally and in writing (report) his point of view and analyses.
  • Computer literate (EXCEL, WORD…)
  •  Fluent written and spoken English and French (at least B2 for each).

  • 1 year “MIO contract” starting  as soon as possible – full-time
  • Field position : salary according to MSF-OCB Field salary scale
  • Position based in Brussels but mainly carried out (up to 75% of the time) in the field.

Description

CONTEXT

The Log department is opening a position for a MIO Mobility, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfilment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The MIO Mobility contributes to the development and support the implementation of Mobility Strategies & Transport policies in all MSF projects.

His/her technical support to operations is done for the benefit of and in close collaboration with the Logistics Operations, through his coordinator.

S/he reports functionally and regularly to the MSF-OCB Mobility Referent on the progress of the projects within his/her domain and supervised hierarchically by Back Office Coordinator.

His/her working time ratio is 70% on the field and 30% in headquarter. During field missions his/her working relations fall under the mission management.

Mobility integrates in its scope vehicle fleet, all motorized equipment such generator, motorbike, motor pump, out-board engine, etc, and access/accessibility.

Mobility concerns all services linked to the fleet from selection, start up, usage, maintenance, monitoring and renewal. It has to answer the following six priorities:

  • Mobility response adapted to Log Scenario linked to the MSF operations by ensuring Access to the beneficiaries and accessibility to MSF structures
  • Security of people
  • Security of goods
  • Liability of equipment
  • Continuity of service
  • Cost control.

JOB PROFILE

At priority level, s/he provides 1st line support and specialized Help Desk

  • S/he supports Logcos, workshop managers and mechanics during her/his field visits, by training, coaching, collaboration and direct implementation.
  • S/he vouches for the appropriation of the standard items used during OCB's activities:
  1. Items – modules and kits (ex: vehicles, maintenance kit, etc.)
  2. Reference documents (ex: transport guidelines, driving policy, spare parts catalogues, logbook etc.);
  3. Management tools (spread sheet aiming to help to order spare parts, table with the follow-up of the consumptions, job-card, etc.).
  • S/he supports the implementation of defined policies and strategies.
  1. Preventive maintenance of the fleet through a maintenance planning integrated to the operation activities in accordance with MSF protocols.
  2. Organization of work in a MSF workshop (ex: maintenance priorities according to operational activities)

Provides 2nd line support in specialized mobility domain

  • S/he defines, plans and executes mobility, workshop, fleet management complex projects.
  • S/he supports on:
  1. Workshop structure, design - qualitative & quantitative tools and equipment corresponding to the context and the volume and type of activities.
  2. Design and implement of a spare parts management pattern integrating the concept of centralized stock whenever relevant, adapted to the context and in correspondence to the type and volume of activities.
  3. Defines the spare parts & consumable necessary, supporting the missions / projects in the elaboration of International spare part orders.
  4. Design of fuel stock facilities and management system adapted to the context.
  • S/he handovers her/his conclusions and monitoring plan to LogCo, Log Cell, Back Office Coordinator and Mobility technical referent.

Exceptionally and on demand, assist on 3rd line support documents, guidance & “dossiers de fond” for Log community

  • S/he contributes on all technical aspects regarding:
  1. Workshop structure, design - qualitative & quantitative tools and equipment.
  2. Design and implement of a spare parts management pattern integrating the concept of centralized stock whenever relevant.
  3. Defines the spare parts & consumable necessary, supporting the missions / projects in the elaboration of International spare part orders.
  4. Design of fuel stock facilities and management system.
  • Contributes to research and development of innovative technical items
  1. S/he supports the Technical Referent on the research and development of items related and specifically testing them in reference workshop and real situations in missions.
  2. This work has to be done in the frame of an analysis of:
  • The potentialities offered by the producer of the “transport” items (fairs, markets, etc.)
  • The items other organizations choose to develop. The organisation may be humanitarian (other MSF sections, other NGOs), academic (schools, universities, research centres) or from the private sector.
  • S/he assures back-up of, or assists the Mobility Technical Referent for providing training related to her/his area of expertise.
  • At mission level, s/he trains the key staff on her/his area of expertise

Management of the information

  • S/he makes pertinent information accessible relative to the technical aspects of the various projects in which s/he is involved and assures its use in a format defined by the Mobility Technical Referent.
  • S/he makes sure the information linked to her/his field is correctly conveyed (written or orally) either at HQ or field level:
  1. Briefings / debriefings: systematically to the CoTL, Log Cell, mechanic log, Technical Referent and Back Office Coordinator.
  2. Reference documents: (s)he makes sure all the documents (s)he thinks are useful to the operations are available in coordination with technical referent.
