YOUR PROFILE :

• You hold a Master’s degree in technical related skills, social work & psychology, social sciences or other relevant fields
• You have at least 4 years of experience in the field of MHPSS in humanitarian context
• You have at least 2 years of experience in providing technical support to programs
• You have excellent knowledge of MHPSS IASC guidelines
• An excellent knowledge of HI MHPSS guideline and policy is an asset
• You have the capacity to supervise, accompany, coach and manage a team
• You have strong communication skills; English speaking skills are mandatory ( oral and written)
• You have the experience to work under difficult security situation
• You have the capacity to represent the association

JOB CONTEXT :

HI is present in Afghanistan since 1996 and currently in Herat, Kandahar, Kunduz and Kabul. In Kandahar HI is supporting a Physical Rehabilitation Center (PRC) in Mirwais Regional Hospital in Kandahar. In Kunduz, HI responded to the emergency following the Taliban assault on the city and the hospital supported by MSF being bombed. HI is providing emergency rehabilitation in support to the regional hospital as well as psychosocial support to victims and their caregivers.
Nationally, HI is a strong actor on promoting and advocating for the rights of Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) survivors and other people with disabilities as a whole and provides technical support to Afghan authorities and other key stakeholders through various disability and Victim Assistance (VA) coordination forum and networks.
2016 marks the start of two major projects towards the extension and improvement of the quality of rehabilitation services in the under-served areas by 2019, supporting the development of quality rehabilitation human resources in Afghanistan.

YOUR MISSION:

Under the responsibility of the Technical Coordinator, you will play a critical role over 6 months to ensure a high level of technical quality on HI’s ongoing MHPSS component, as well as ensuring that the national team has the adequate level of training and understanding of the standards required for the MHPSS intervention. Furthermore, as Technical Advisor (TA), you will be required to ensure strong links to the ongoing VA project.
You will spend 75% of his mission on the field (Kunduz, Kandahar, Herat) to work efficiently with the technical field team.
The role therefore requires significant focus on quality assurance, and close collaboration with the Technical and the Emergency Coordinators to determine where best to improve ongoing intervention. The role will also require a high degree of capacity building and coaching to both the project officers and the field teams.
Finally, you will closely work with the MEAL coordinator on data analysis.
By the end of the 6 month mission, the objective is that the technical team (PSS workers and Social Workers) should be able to implement the activities with the technical tools and with a high level of technical quality.
Therefore, the main responsibilities of the assignment are:
• Provide close technical support to the technical team
• Provide training and coaching to the technical team, on identified areas
• To support on the strategic direction of the MHPSS project closely in link with the rehabilitation and Mine Risk Education component
• To support the technical analysis of the datas collected through the project
• To link the MHPSS strategy implemented in emergency context with the VA section

CHARACTERISTICS OF THE POSITION:

• The position is based in Kabul, with very regular field visits.

• Security is a major concern in Afghanistan; it requires a strong focus and a great attention from our staff.

• Accommodation is in a secure guest house, close to the office, with other expatriates.

CONDITIONS:

· Starting date : ASAP

· Length of the contract:** 6 months

· Employee status, according to experience :

  • Salary from 2031 € gross/month regarding the experience of the candidate

  • Perdiem : 442€ net/month

  • Hardship allowance : 500€ net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : 5 days every 6 weeks

  • Status : this position does not allow to be accompanied

  • Housing : Collective taken in charge by Handicap International
