Competency
• Degree diploma in Humanitarian Action/ Development studies or social fields (anthropology, psychosocial, sociology, protection...)
• Occupational therapy or Physical Therapy background is a real asset
• English is mandatory
Experience
• Experience on project management with INGOs, preferably in emergency context
• Experience on projects related to Inclusion and Protection
• Experience in advocacy related to disability and vulnerability issue with NGOs, preferably in emergency context
• Experience as a trainer
• Experience in emergency context is mandatory
• Experience in anthropology/sociology is an asset
• Experience in the region would be a strong asset

Description

MISSION PRESENTATION
Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to a persistence armed conflict, opposing the Ukrainian Government and Separatist forces. As of October 31st 2015, UN OCHA estimates that at least 7.883 people have been killed in the conflict and 17.610 have been wounded. In addition, 1.5 million people are estimated to be internally displaced into other parts of Ukraine and another 1.1 million have been externally displaced, primarily to the Russian Federation. UN OCHA has recently emphasized the impact of the restrictions on the freedom of movement of people and goods may have on education and health. With winter approaching rapidly where temperatures may drop to -20 Celsius, many people continue to have limited or no access to humanitarian assistance.

Furthermore, there have been an increasing number of mine-related incidents affecting the civilian population. Since the renewed ceasefire on September 1st until October 31st, the Office of the High Commissioner for human rights has reported 43 civilian victims (9 killed and 34 injured), 35 of which were victims of landmines and other explosive remnants of war. With winter approaching civilians might increasingly venture into heavily contaminated areas in search of firewood. In spring, the need to cultivate land could increase exposure to risks related to mine and UXO contamination.

Since July 2015, Handicap International has been implementing its activities in Eastern Ukraine to address some of the most urgent needs, currently focusing on two main aspects:

  1. ‘Specific needs’: Vulnerable persons including people suffering from injuries and disability have urgent specific needs and local institutions and charitable organizations have difficulties to cope with the decreased capacity and increased influx of people. In this regard, HI wants to support individuals and health facilities in being better able to cope and address the specific needs.
  2. ‘Mine risk education’:HI is implementing mine risk education activities currently focusing

Job description.
MAIN RESPONSIBILITIES
Under the line management and supervision of the Field Coordinator, you will be in charge of:
PROJECT IMPLEMENTATION
Provide Inclusion technical advice / training and support in the definition and implementation of strategies and activities related to Handicap International emergency response and coordinate its representation at field coordination level. While at the same time ensure advocacy activities of Handicap International inclusive approach.
Networking and Representation:
• Actively participate on cluster meetings and other coordination meetings at a Local level
• Ensure transmission of Handicap International Key messages on Inclusion and accessibility in an emergency response.
• Develop and follow up the network of stakeholders and partners interested on an inclusion capacity building in the area of intervention.
• Regularly contact with partners to exchange guidance and technical support on an inclusive humanitarian programming.
• Management of on inclusion officer to ensure monitoring of training needs preparation and follow up.
Capacity Building
• Facilitate development of new initiatives on inclusion and mainstreaming in strong partnership with other organizations.
• Trained and support other humanitarian and national agencies on Beneficiary selection process and vulnerability approach.
• Ensure Inclusion and accessibility training delivering for local and International actors involved on the emergency response.
Inclusion and quality in HI Projects
• Provide quality assistance of HI projects in Ukraine throughout the project cycle
• Provide technical assistance and support to teams/partner/s organization involved in HI projects.
• Support implementation, coordination and monitoring of the inclusion and mainstreaming component of HI projects and partner/s organizations when demand.
• Identify need for technical support and training needs of project staff and/or partner organizations and in response develop plans.

    TECHNICAL SUPPORT
     Providing continuous technical support to the HI teams in terms of vulnerability and Inclusion
     Design and contextualization of technical tools, trainings, leaflets and other relevant documents and disseminate them among the mission/humanitarian coordination (as needed) upon prior validation by HQ Technical Referents.
    PROGRAM STRATEGY
     From the identified needs, define the inclusion strategy together with the Coordination team
     Ensuring the respect of the vulnerability and inclusion approach, technical relevance and quality of HI intervention
     Ensuring coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities
     Contribute to the elaboration of a national Handicap International strategy and development of future projects, continuously assessing the needs.
