Profil

CANDIDATE PROFILE

  • Pharmacist diploma. Any complementary degree in management, hospital management or Health Information systems is an asset.
  • Minimum 3 years of professional experience in hospital settings
  • MSF experience or a comparable organization in developing countries
  • Management skills : Analyzing, planning, organization and communication skills
  • Mobile and flexible
  • Good writing and reporting skills
  • Behavioral flexibility: ability to work in team, high level of maturity in interpersonal relationships, flexibility.
  • Good oral and written communication in English and French

  • Field position : minimum 70% in the field and the rest of the time at OCB HQ Brussels

CONDITIONS

  • 1 year “MIO contract” (fixed-term field contract)full-time

  • Position based in Brussels but mainly carried out (minimum 70% of the time) in the field.

Description

CONTEXT

 

The Hospital Management Unit (HMU) is a multidisciplinary, interdepartmental team, set up within the Operational Department. In order to manage hospitals in their proper context and in coherence with OCB strategic objectives, the HMU has a horizontal role with respect to the different Cells making up the Operational Department, and therefore depends on each of them for guidance on strategy and context.

The HMU develops expertise in hospital management and, in close collaboration with supporting departments, provides operational support for the team managing the hospitals in its portfolio. This Unit is the direct interface between HQ and the field. Each member has responsibility for a specific topic under the supervision of the Unit's coordinator (hierarchical link) with a functional link to the coordinator of the corresponding department (functional link).

A Steering Committee, consisting of representatives of the Operational, Medical, HR and Logistic Departments, sets out the strategic and operational axes for the Unit's intervention (including hospitals for which it is responsible) and evaluates its operation.

The Hospital Management Pharmacist – MIO (HMP MIO) is responsible within the Unit for ensuring development, transmission and implementation of expertise in hospital pharmacy management. Given the dynamic and sophisticated nature of a hospital environment, the HMP- MIO equips the field teams of the various hospitals with the necessary tools and skills required to optimize patient care, to increase operational efficiency and financial performance. He/she links with other specialized technical referents in the Medical Department (Pharma Unit and health Structure unit) and the Supply Department and works in close collaboration with the other members of the HMU. 

JOB PROFILE

Analysis and evaluation of hospital pharmacy activities and -resources

  • Analyse the efficient and effective operation of hospital pharmacy activities
  • Analyse and evaluate hospital pharmacy resources, such as human capital, pharmaceutical and financial management (Participate in managing the budget, annual forecast, international orders)
  • Identify bottlenecks and problematic areas

Streamlining processes and improving workflows

  • Provide total management solutions that address transversal aspects of the pharmacy, the teams and processes it affects
  • Streamline the overall medical supply process
  • Streamline the organization of hospital pharmacy services
  • Optimize workflows for teams
  • Provide the field teams with the expertise, tools and techniques adapted to pharmacy management in hospitals

Including, but not limited to the following areas:

  • Quality Assurance of medicines and medical devices for both international and local procurement throughout the medical supply chain
  • Medical Stock Management
  1. Streamlining supply and management of medical items (ensure effective management and supervision in planning, organizing, staffing, directing, controlling, reporting, budgeting)
  2.  Stock and consumption analysis: including anticipating and averting medication shortages
  3.  Hazardous waste management of medical items
  • Good Distribution Practices (GDP) for medical items’ storage and transport throughout the project, right up until the level of the end-user unit
  • Good Pharmacy Practices (GPP) for end-user pharmacies
  1. Selection, distribution and storage of medical items in end-user pharmacies
  2. Good dispensing practices
  3. Safe medication practices
  • Medication management
  1. Medical standard list management (elaboration, maintenance, communication, adherence)
  2. Pharmacovigilance
  3. (Continuous) monitoring & evaluation of aggregated medicines use

Strategic input for operational aspects

  • Participate in field strategic planning and hospital pharmacy policy development
  • In the hospital’s organizational structure,
    • ensure the hospital pharmacy department is an integral part of hospital-based healthcare, and is regarded as such
    • ensure representation of the hospital pharmacy department in appropriate interdisciplinary meetings and/or committees charged with evaluating or making recommendations about services and medication selection and use
    • facilitate appreciation and significance of Drug and Therapeutics Committees (DTCs) and/or Antibiotic Stewardship Committees towards hospital management in hospitals with its goals, role, structure, and functions
    • Engage in and facilitate multidisciplinary collaboration
      • Ensure responsibilities of hospital staff as related to pharmacy are incorporated in relevant job profiles (eg stewardship activities, end-user pharmacy responsibilities,..)

At HQ level (HMU)

  • To participate in the development of a horizontal hospital management policy

Data management and analysis

  • To ensure an adequate Hospital pharmacy data management system is set up and monitored (eg medical stock management- real consumption data)
  • To ensure that such information is analysed and that any measures and actions to be adopted are followed up (coherence between consumption and prescription, respect of Standard Treatment Guidelines in prescribing, monitoring controlled substances, etc …)
  • To ensure implementation, monitoring and analysis of qualitative and quantitative indicators for hospital pharmacy management and optimal medication use.

Training & capacity building of health care professionals

  • To promote a culture of continuous learning and teamwork
  • To develop a strong and cohesive team of pharmacists and technicians
  • To develop strong working relationships with key hospital staff and manage key HCP relationships
