Description

INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

2. General context of the project

INTERSOS has been present in Iraq since 2003 and currently operates across Salah Al Din (SAD), Erbil, Ninewa and Kirkuk Governorates. INTERSOS thematic sectors of intervention are Health, Protection, Education in Emergency (EiE) and Livelihoods. INTERSOS main office is in Erbil while the other 3 sub-offices are located in Tikrit (South SAD), Hamam Al Alil (South Ninewa), Mosul and Kirkuk. In Health sector, INTERSOS provides free and integrated primary health care (PHC) services to conflict-affected population by running at the same time Mobile Medical Teams (MMTs) and Reproductive Health Mobile Teams (RHMTs) while ensuring availability of essentials medicines (provided in kind by WHO) and outreach health services through the networks of community health workers (CHWs). Specifically, the MMTs and RHMTs are deployed in Shirqat West and East (the latter as part of the humanitarian response linked to the Hawija Operations) and South Ninewa. INTERSOS supports also PHC Centres in newly retaken and unserved area in East Shirqat (Al Fejad, Said Satam and Shaick Ahmad) and Bajii (Musahag), Tikrit (Ibn Rushd and Al Alam for IDPs in Qadisya complex and Al-Alam Camps). Provision of drugs and medical supplies, technical support, emergency referral, nutritional screening and disease surveillance are included in the response along with the whole package of RH services (family planning, antenatal and postnatal care, STI, breast feeding counselling, gynaecological consultations). The main objective of the project is to tackle the consequences of 3 years of conflict and protracted displacement on the population of Tel Afar district in Ninewa Governorate. This intervention will contribute to reducing morbidity and mortality rates of the most vulnerable populations in Iraq while integrating protection related activities. Specifically, through this intervention 26,954 vulnerable individuals in Tel Afar district will have improved access to quality life-saving health and protection services, including reproductive health and psychological individual counseling. The package of primary health care services will include: general adult and pediatric consultations, chronic disease screening, referral and treatment; Reproductive Health; Neonatal, ante/postnatal care for mothers, growth monitoring, EPI support end emergency room activities. Moreover, the response integrates protection services addressing the needs of the most vulnerable among the returnee population and host communities. Comprehensive case management services will be provided to the most vulnerable: identification and referral, PSS, Psychological counseling, ad hoc emergency Assistance, and community outreach activities). Furthermore, through this intervention, the capacity of local staff (particularly health workers) to timely and effectively respond to emergencies will be enhanced. As a result, targeted beneficiaries will have increased availability of access to life-saving primary health care services, including reproductive health, psychosocial support and psychological counselling services.

3. General purpose of the position

Designing, implementing and monitoring a series of training in Public Health and Nutrition for the Iraq emergency ECHO-funded project, focused on strengthening capacity of the local staff in order to comply with the international standards, and to improve the quality of the services delivered. Additionally, the consultant will be responsible for the production of a final structured training model that can be replicated in consecutive roll-outs, and an evaluation system for the health and nutrition interventions.

4. Main responsabilities and tasks

Main Responsabilities:

• Collaborate with the Health Coordinator and the INTEROS Medical referent (HQ level) to develop overall training strategy ensuring that all the Health and Nutrition staff are equipped to perform their individual roles effectively

• Evaluate current training practices and create new training methods necessary to equip all staff serving in Iraq

• Ensure that feedback collected from various sources and partners are considered in the formulation of the curriculum

• Draft timeline and work-plan, in collaboration with the Health Coordinator and Medical referents (HQ level), for Public Health and Nutrition curriculum development strategy in line with the country program

• Assist the Health Coordinator in the identification of all resources relevant to the development of course curriculum for various classes of health and nutrition personnel

• Conduct training sessions for the national medical/nutrition staff

• Ensure that deadlines are met for assigned courses

• Supervision and mentorship to trained health/nutrition staff for quality services

• Provide technical support in order to assist and enhance the quality of the health and nutrition services delivered Monitoring and Evaluation:

• Work with PM and Health Coordinator and Medical Referents (HQ level) to develop a clear M&E strategy for projects and programs implemented in the Health & Nutrition sector

• Review and ensure availability of monitoring tools Deliverable:

• Deliver in a structured way all necessary tools for the effective training of end users including a detailed training model that can be replicated in consecutive roll-outs including a road map of activities, training methodology, training content, planning etc.

• Design an evaluation system that can facilitate the monitoring and evaluation of the health-nutrition projects implemented in the country
