MISSION CONTEXT

A critical humanitarian situation

The unrest in Syria began in the southern city of Deraa in March 2011 and the military crackdown failed to stop it, instead triggering anti-government protests in other towns and cities across the country, including Baniyas, Homs, Hama, Idled, Aleppo and the suburbs of Damascus. The Syrian authorities have responded to anti-government protests with overwhelming military force since they erupted. The Government of the Syrian Arab Republic (GoS) Humanitarian Assistance Response Plan estimates that 1 million people are in need of humanitarian aid, among which, those located near areas subject to armed hostilities, people relocated due to the unrest, host communities and those affected by the general economic impact of the crisis. This yearlong unrest has also caused the displacement of civilians fleeing from violence in the neighbouring countries, mainly in Lebanon, Jordan and Turkey.  

Out of the total concerned refugees in the region, as of 10 of August 2016, 657,048 (UNHCR July 2016) have fled to Jordan.  However, actual numbers are most probably higher due to the reluctance of some refugees to be registered because of security concerns or the geographical distance of registration offices from areas where they reside. 

The influx of refugees represents an increase of at least 10% of the total population living in Jordan. This has been a burden on Jordanian public services and resources, the situation worsened by the growing number of people (56,690 Iraqi refugees, UNHCR update, July 2016) fleeing from Iraq to Jordan. The situation has led the Government of Jordan (GoJ) to adopt stricter policies towards the refugee populations. Since the car attack in Rukban, the northern and north-eastern borders have been declared by the government of Jordan as “sealed military zone”. Since no movement from the berm to Azraq camp has occurred. As of mid-June, the estimate of the population stranded at the berm stood at 77,000 with some 65,000 people in Rukban and around 12,000 individuals at Hadalat.

 

ACTIVITIES IN JORDAN

HI has been present in Jordan since 2006 through several programmes promoting early childhood development, community-based rehabilitation for children with developmental delays and inclusive local development including local stakeholder’s capacity building on disability, people with disabilities (PwDs) empowerment and the promotion of local inclusive initiatives, Disabled People Organisations’ (DPOs) capacity building and advocacy. 

HI has been intervening since 2012 within the scope of the Syrian crisis and performed in December 2015 a comprehensive situational assessment of existing rehabilitation services that highlighted significant gaps in the system of services, the services themselves and in the modalities of interventions of the current Syrian response. In this context, the objective is to contribute to reducing the vulnerability and promote the dignity of persons with functional limitations amongst Syrian refugee and host communities.

 

In this framework, the following activities are implemented:

-  Ensure the inclusion of people with functional limitations in the overall humanitarian response to the Syrian crisis;

-  Respond to the immediate needs of new arrivals through direct services provision (physical and functional rehabilitation, psychosocial support) and referral to external services;

-  Provide and facilitate the access to sustainable comprehensive rehabilitation care and reinforce a community approach;

-  Strengthen the capacity of the Jordanian rehabilitation systems/services to ensure transition towards a development approach and sustainable services.

 

MAIN RESPONSABILITIES 

Under the direct line management of the Emergency Response Department Desk Officer, you will be responsible for:

-  Representing HI towards institutional donors, local authorities and partners

-  Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the designated field security officer

-  Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of HI’s mandate and expertise

-  Ensuring the global coordination of the different department of the mission (Operations, Field Offices, Technical Unit, Finance, Logistics and Human Resources)

-  Ensuring application and respect of HR, logistics, accountability and financial procedures, based on the direct supervision of the Support Services;

-  Ensuring the direct and indirect management of the team placed under your responsibility (12 expats and 100 nationals

-  Ensuring the smooth integration of your country’s activities in a regional emergency strategy

-  Ensuring reporting activities by all coordinators toward Head Quarter

-  Ensuring the smooth coordination with the Development and Mines Regional and Country Offices

-  Ensuring the success of the handover of programs implemented towards development team.


STATUS

- salaried contract according to experience (from 3220 euros gross + perdiem)

- Start: Mid-September, 2016
