QUALIFICATIONS • Degree level in Business, Finance, Engineering, Procurement, Supply Chain Management or similar level, category relevant qualification / Equivalent experience. EXPERIENCE AND SKILLS Essential • Extensive prior INGO and other experience in Senior Supply Chain Management, within complex/large scale country programmes and in emergency response/humanitarian environments • Extensive experience in Pre-position stock management and financial controls • Substantial experience in all technical areas of Supply Chain, Logistics and Operational Management. • Significant humanitarian leadership experience and a detailed knowledge of industry standards, best practice, preparedness and cost effectiveness as they apply to humanitarian supply chain. • Demonstrable understanding of, and commitment to humanitarian principles, humanitarian response work and child protection standards. • Experience of setting up complex international supply chains to support multi sectoral programmes, and ensuring appropriate resourcing for the supply chain. • Proven track-record in managing and supervising other senior logistics staff, and providing training and capacity building • Experience working with local partner NGOs in a humanitarian setting. • Ability to synthesise and analyse complex information, and make clear, informed decisions • Ability to select the appropriate style of communication to situation and context to achieve the desired outcome. • Experience of advising and supporting others at all levels with logistics aspects of a programme, including strategic thinking and planning, developing staffing structures, resourcing logistics plans, and budgeting • Ability to build relationships quickly with a wide range of people, both internally and externally with a flexible yet stabilising attitude. • Comfortable working autonomously and as part of a team, including working with, and supporting, a diverse community of stakeholders at a distance. • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams • Able to travel if required to operational country programs (on occasion remote and insecure) and attend external meetings. Description

Contract Length: 02 years ROLE PURPOSE: This position is a strategic management role in Save the Children’s (SC) emergency portfolio, which manages the Emergency Supply Chain function and is responsible for the strategic and operational capability within the global team, which forms part of the overall Supply Chain & Humanitarian strategy. The strategic function constitutes the planning across the emergency portfolio and leveraging for the organisations pre-positioning stock management project. Also included is alignment for SC Supply Chain Transformation and working across a multi-functional strategy. The operational function includes rapid response management for Cat 1 & 2 emergencies, coordination across the movement and working with external stakeholders and associated forums. Providing support to country programmes to improve their emergency supply capability with a strong focus on Emergency Preparedness Planning (EPP), pre-positioning, and building cohesive and substantial relationships with regional teams and adapting to a fast-changing environment within a $2bn organisation. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Supply Chain Director Staff reporting to this post: Indirect : Regional & Country Supply Chain Specialists Budget Responsibilities: N/A Role Dimensions: This role operates across whole movement SCI, Members & Partner Organisations. External focus with Corporate Teams & UN Agencies and selected forums. KEY AREAS OF ACCOUNTABILITY : • Provide overall direction on strategy development and implementation for Save the Children’s Emergency Supply Chain Programme. • Lead and provide functional support to HQ & Regional teams on Emergency Supply ensuring alignment with Supply Chain Transformation and wider organisational strategy. • Review and further develop pre-position stock strategy and business case, with a breadth of coverage across global programs. • Consider the environmental impact within supply planning, on issues such as waste management, life cycle costing and impact on recipient countries. • Promote, review and support key stakeholders in ensuring cost recovery targets are met for emergency supply and develop methodologies for future expansion ensuring alignment with financial controls, with a clear accountability structure. • Input into the category management project to ensure emergency supply features in all project planning and there is alignment for virtual stock management at global, regional and country level. • In coordination with Save the Children Members leverage for improved resourcing and corporate partnerships to bolster emergency supply capacity & capability. • Support the definition of logistics training to country programmes in coordination with regional teams to further management of emergency supply. • Be an active member of the Global Supply team leading the strategy and direction for Emergency Supply. • Provide technical support to country programmes to improve their capacity to respond to emergencies, including in the development of proposals to secure funds for preparedness and emergency activities. • Detailed knowledge of institutional donor grant requirements (ECHO, DfID, OFDA and others), including experience with proposals, implementation, technical advice, reporting across supply chain, stocks and distributions. • Knowledge and/or experience of market assessment and cash based interventions in humanitarian responses to compliment Emergency Supply & Distribution. • Contribute to Save the Childrens International Emergency Logistics Working Group (ELWG) in key areas of strategic emergency supply chain management. • Stakeholder management internally and externally with a global vision to promote, support and represent Save the Children globally • Provide technical & resource support for Real Time Reviews (RTR’s) & Operational Control Reviews (OCR) working with key stakeholders and considering the correct methodologies for Emergency Supply. • Ensure Total Inventory Management (TIM) is used for all stock management and aligned to financial controls. • Represent SC in external forums and consider consortium based cooperation across INGO and UN agencies. • Create a culture of continuous learning where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments. • Identify and support the creation of learning and development programmes for building capacity of emergency supply chains • Work with regional teams and organisational members to develop strategic relationships and partnerships with companies and organisations which can support the improvement and enhancement of Save the Children Emergency Supply. • Develop Emergency Supply Management specialists into their roles
