For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM France has been present in Bulgaria since 2004. The organization is currently implementing 2 projects in the country:

- A project for migrants in transit, with support to local authorities for health sessions and referrals to secondary health care for migrant’s populations that lives in 3 camps of Sofia (Voanna Rampa, Vradjebna and Ovcha Kupel). The current phase of this project will end in June 2018 and a new phase is submitted to funding.

- A Roma health mediator project in Sliven, with a specific focus on sexual and reproductive health (SRH). This project is funded by MdM France, the French Embassy in Bulgaria and the Sliven Municipality through the support of the Swiss-Bulgarian Cooperation. The project is implemented in the town of Sliven (4 hours’ drive from Sofia) and its objective is to give power to the vulnerable groups, mainly women, to seek their health rights and build capacity in the local interested parties and self-responsibility through innovative and sustainable actions. The overall activity contributes to significant changes in attitudes and practices related to family planning and early pregnancy in the Roma community. The project entered in the third and final year of implementation that ends in January 2019. A new phase is currently under discussion.


Under supervision of the desk officer based in France, you will be responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.

Your main responsibilities are to :

1. Management of operations

• Be responsible for planning the MdM programmes

• Supervise the implementation of the SRH project in Sliven, identify and implement exit plan activities, support future evaluation, assessment activities and project development decisions

• Continue analysing and assessing the humanitarian situation of migrants in Bulgaria, report on and propose the initiative/project adjustment

• Ensure that the different components of the program are consistent and in link with medical needs and standards

• Prepare and implement exit plan and potential closure of the project

• Ensure the operational compliance with MDM and donor policies and projects objectives

• Design, together with the administrative coordinator, MdM annual budgets and revised budgets

• Be responsible for active funding research at field level

2. Team management

• Manage and supervise directly the coordination team (2-3 persons including 1 expatriate)

• Ensure a good induction of any new expatriate 

• Coordinate and support capacity building opportunities for the national and international team members

3. Partnership and advocacy

• Responsible for establishing partnership relations

• Maintain and reinforce the collaboration with the Municipality of Sliven, National Network for Children (as MdM is the member), Bulgarian Association for Family Planning (for the SRH project) and with the State Agency for Refugees (for the migrant’s project)

• Identify new partners if needed

• Participate in updating the advocacy objectives and implement advocacy priorities in country and on regional level

 4. Security 

• Be responsible for the security of people and property for the mission

• Regularly review the analysis of the context and update rules accordingly

• Ensure security incidents are reported to HQ in a timely manner (liaise with desk and HQ security referent)

5. Coordination with stakeholders 

• Participate to the different coordination meetings and clusters

• Carry out negotiations and maintains regular relations with the local authorities and other stakeholders (NGOs, donors, embassies)

• Negotiate agreements, work connections, MOUs with the local authorities

• Ensure coordination with national and international health stakeholders, UN bodies and medical actors

6. Reporting and donor relations

• Ensure submission of timely high quality proposals and participate to required donor negotiations in country 

• Send monthly reports to HQ and to the project's voluntary board delegate

7. Communication

• Be responsible for the quality of the reports on activities

• Ensure smooth communication flows between HQ and other missions in the region

• Alert the HQ in case of particular problems in Bulgaria

• Supervise field's visits

• Facilitate media activities in coordination with desk and HQ media department


Status : Employee Contract : Fixed-term contract

Duration : 8 months

Starting date : July 2018

2820 gross monthly salary on 13 months

Expatriation bonus (10% gross salary per month)

22.5 RTT per year

Profil recherché

Educational background: Bachelor or MA degree 

Significant experience managing development projects (as field coordinator , general coordinator, head of mission or country director)

Significant experience in working with local partners

Knowledge of public health issues, Sexual and Reproductive health, Roma population would be a very strong assert

Experience in area of human rights, advocacy would be an asset

Experience in finance management would be an asset

Experience in hard negotiations with local authorities, partners and staff 

Experience in reporting for institutional donors

Ability to have a global overview of a program

Personal skills required:

Ability to identify priorities and make decisions according to the context in coordination with the team 

Diplomacy and sensitivity to the local context 

Reactivity, anticipation, adaptability, capacity to take initiatives

Strong organizational and management skills 

Team spirit

Languages: excellent writing and communication skills in English
