Profil

Educational background and experiences:

  • Minimum 3 years in the humanitarian field with at least one experience as field coordinator in an INGO;
  • Experience in emergency and post-emergency contexts.
  • Strategic level planning ability
  • Ability to work under high pressure with a great level of personal organisation;
  • Strong communication, analysis and reporting skills;
  • Experienced team manager;
  • Proper knowledge of Near East an asset;
  • English mandatory (oral and written);
  • Arabic language skills will be an added value
  • Professional sense of security and confidentiality
  • Strong interpersonal and intercultural skills;
  • Motivation to work in a volatile and unsecure environment;

Status: salaried or volunter according to experience
- Salaried contract: Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity
- voluntary contract: voluntary indemnities + local perdiem according to local cost of living

Description

Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Handicap International is composed of 2 operational divisions:

  • Humanitarian Action Division
  • Development Division

A critical humanitarian situation

According to UN latest figures about 11 million people are affected by the crisis within Syria (with about 6.5 million IDPs) and about 3 million have sought refuge in neighboring countries . The current humanitarian response is far from answering to most urgent needs, growing by the day, with a partial coverage only.

More than 3 years after the initial starting of the crisis, number of injured within Syria and neighboring countries is still rising, with a patent lack of immediate rehabilitation and psychosocial relief.

Inclusion of vulnerability in the global humanitarian response remains a major concern. The lack of follow-up of the most vulnerable persons, having often experienced 2 or 3 displacements may generate discrepancies in the provided relief, and – in neighboring countries - could even create tensions between refugees and host populations.

Voluntary returns and pendulum movements (i.e: Turkish borders) are hurrying the need for risk education dissemination.

HI regional strategy

HI decided to develop and strengthen a regional strategy along 5 central points:

  1. Disability and Vulnerability Focal Point
  2. Physical rehabilitation
  3. Basic Needs
  4. Inclusion
  5. Risk Education Activities

Northern Syria

HI intervention in North Syria started in January 2013 through physical rehabilitation, with implementation of a rehabilitation center in North Syria, and setting up of mobile teams covering camps, communities and several hospitals in the area of intervention.

Handicap International has designed an operation, aiming at improving the response to the needs of persons with injury (PwI) and/or disability (PwD) and reducing their vulnerability by addressing their basic needs (through referrals) and specific needs (through direct provision of physical rehabilitation and psychosocial support).

Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team on the North Syria mission, he/she will be in charge of:

  • Assessment & launch of new project location. Influence strategic direction of mission as part of the core coordination team, with the Head of mission, as appropriate for programme strategy, reporting, security, logistics and administration issues.
  • Ensuring the coordination of the program implemented in your area (may it regards strategic, operational, human, material or financial aspects);
  • Representing Handicap International towards local authorities and partners at local level;
  • Ensuring application and respect of logistics, accountability and financial procedures, based on the direct supervision and support of Administrative and Logistics Managers;
  • Ensuring the operational management of the team placed under his/her responsibility (international and national staff);
  • Ensuring the security of the staff members, operations and means related to the program under his/her responsibility, in strong coordination with the security officer;
  • Ensuring smooth and regular reporting activities by all member of your team toward coordination team.

 

While the position is based in Turkey - Antakya- (safe security context and comfortable living conditions) the activities are carried out by teams in Syria. This is a remote management position, with  no possibility for the Field Co to go inside Syria to monitor activities and no possibility to meet the teams inside Syria face to face. The remote management is therefore done through email exchanges and follow up through skype.

Handicap International is operational in two areas of Northern Syria. One of the bases was only recently opened and the staff recently recruited, as such, a lot of training and capacity building will be necessary. Furthermore, the Field Co will have to support the teams for the smooth expansion of activities in this area.
