HI PRESENTATION

Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance In 2015, 2016 and 2017 the ongoing armed clashes have caused further waves of displacement.

Throughout 2017, military operations were conducted in Ninewa, Kirkuk, Salah Al Din and Anbar to regain territory from the “Islamic State” Group (IS), with the Iraqi Prime Minister declaring all Iraqi territory as retaken and under state control in December 2017. However, insecurity continues across many areas of Iraq, due to the presence of IS group sleeping cells, and escalating disputes between state and non-state armed actors, frequently on sectarian lines. Whilst the emergent returns process represents a major shift in the humanitarian context, displacement continues in many areas in response to these new threats. In October 2018, there were 1,891,000 recorded IDPs, 4,075,000 returnees and 249,000 Syrian refugees in Iraq.
In parallel, the economic and political crisis in Iraq is hampering the delivery of medical and socio-economic services, complicating the access and increasing the vulnerability of the general population, and in particular of persons with disabilities, all over Iraq
In addition, Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury.

WORKING ENVIRONMENT

Handicap International (HI) started its activities in Iraq in 1991.
The program currently implemented in Iraq includes three main components:

  • Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
  • Emergency response for Internally Displaced Persons and vulnerable host communities (rapid protection assessments, provision of physical rehabilitation and psychosocial support services).
  • Mine Action component: risk education, victim assistance, non-technical survey and clearance operations

Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the ISIS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across 5 different Governorates.
The current operations are implemented through direct intervention in the Kurdistan region (mine action project - clearance) and in Central Iraq (Ninewah, Kirkuk, Diyala Governorates) and through local partners in Anbar, Baghdad and Ninewah Governorates. HI has currently a country coordination office in Erbil, field offices in Mosul, Kirkuk, Kalar, Sinjar and Baghdad as well as a support office in Suleymaniyeh.

JOB DESCRPTION

Under the direct responsibility and support of the Operations Coordinator, you will be responsible for:

  • Support and input into the development and implementation of HI’s global operational strategy for humanitarian, mine action and recovery/development programs in Iraq,
  • Provide operational support to HI’s programming in Iraq, to the Project Managers and base teams in the implementation and monitoring of projects;
  • Management and guidance of the personnel under your responsibility
  • Regular monitoring of progress against operational outputs compiling achievement across all HI areas of programming, in close coordination with the Operations Coordinator
  • Ensuring external representation in relevant sector meetings and working groups, and replace Operations Coordinator when needed in his/her representation duty;

As Deputy Operations Coordinator, your general objective is to support the overall implementation of HI's humanitarian mine action and recovery/development programming in Iraq.

PROFILE SOUGHT

Qualifications/training:

  • Essential:
    • A Master degree in Political Sciences, International Relations, Humanitarian Project Management.
      Middle Eastern Studies, Humanitarian Assistance or another relevant subject

Experiences (types of positions and length):

  • Essential:
    • At least 5 years of professional experience
    • At least 3 years of professional experience of project management/coordination
    • Previous Development/Recovery programming experience and coordination with local partners
    • Proven managerial experience
    • Proven representation experience
  • Preferred:
    • Previous coordination experience with INGOs and clusters is a strong asset
    • Previous experience in Iraq or in another Middle Eastern country is a strong asset
    • Previous experience with HI is an asset

Competencies:

  • Essential:
    • Strong communication skills
    • Ability to work under high pressure
    • English mandatory (oral and written)
    • Strong writing and reporting skills
  • Preferred:
    • Arabic would be a strong asset

Personal qualities:

  • Essential:
    • Strong interpersonal and intercultural skills
    • Keen on developing the links and contiguum between relief activities and development projects
    • Ability to work in a tense context with strict security measures

CONDITIONS

  • • Starting date: January 2019
    • Length of the contract: 12 months
    • Salary from 2757 € gross/month regarding the experience of the candidate
    • Perdiem : 500 € net/month
    • Hardship allowance: 250 € € net/ month
    • R&R : Level 2 (5 days every 3 months)
    • Paid holiday : 25 days per year
