Dunya Doktorlari (DDD) is the Turkish branch of Médecins du Monde, an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, over the world, including Turkey. TASKS AND RESPONSIBILITIES:
As deputy general coordinator you will be in charge of the operational management of the mission, the representation and mission coordination, the team management and the reporting.
More in details:
1. Operational management
You coordinate all aspects related to the implementation of projects under Dünya Doktorları Derneği in Turkey and through partnerships in Syria. The Deputy General Coordinator has the overall responsibility for financial management of MdM Operations, in line with project proposals.
You contribute to country strategy & annual planning.
You support the operations coordinator for effective and efficient management of projects consistent with the project management cycle, monitoring systems and reporting requirements (to donors & HQ).
You support the medical coordinator to ensure that teams are delivering quality health programmes.
You ensure that financial, logistics, HR and internal audit systems and procedures are in place and followed up in close collaboration with the relevant coordinators.
You ensure the mission compliance within the legal framework of Dünya Doktorları Derneği in Turkey.
You ensure that security plans are followed by all field staff, and updated as necessary.
You coordinate the response to any security incident in field sites.
2. Representation and mission coordination
You represent the organisation towards donors, partners, authorities and other stakeholders and ensure coordination of field visits.
You ensure regular interaction, information sharing, and collaboration with other humanitarian actors, and in particular with the medical organizations with similar programs.
You ensure the development of the general strategy within the Coordination team and ensure that teams are clearly directed and working in support of the overall operational plan.
You hold mission coordination meetings to ensure an effective communication and cooperation between all departments, acting as a link with the general coordination and HQ.
You act as general coordinator during his absence.
3. Team Management
You ensure management and coordination of the overall teams under the responsibility of the general coordinator.
You are responsible for the well-being of all team members; conduct regular team building activities; monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
You participate in the recruitment of key international and national staff positions.
You propose changes in the general organization of the program, the HR policy and the organisation chart, in coordination with the general coordinator.
You ensure briefing and follow up of teams in Turkey, including security and program briefings for new arrivals.
You participate in the regular evaluations and training planning of the staff.
You ensure that regular updates on MDM activities in the country are provided.
You ensure proper communication with HQ and relevant stakeholders.
CONDITIONS OF EMPLOYMENT:
Status : Employee
Contract : Fixed-term contract
Duration : 7 months
7 months contract (renewable).
Position to be filled for the 01/05/2017.
Frequent travel to Antakya, Izmir and Amman.

SKILLS AND EXPERIENCE NEEDED:
Extensive experience with an international NGO as an operational manager or Head of Mission working in emergency contexts, managing programmes, preferably within the health sector.
Experience in on site managing big team of national and international staff.
Previous experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
Strong leadership skills and a supportive management style (experience managing national and expatriate staff).
Experience of security management in high volatile context.
Good representation and writing skills.
Experience in multi-donor’s project management.
Knowledge of the Region and / or context of the Syrian Crisis.
Personal skills required
Ability to work under a minimum of supervision.
Willing to live and work in challenging conditions.
Reactivity, anticipation, adaptability, capacity to take initiatives.
Strong problem solving and organisational skills in day to day and crisis situations.
Ability to classify and to manage priorities.
Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs in Turkey).
French-Arabic (Syrian)- Turkish: an asset
