Profil

•Recommended a minimum of 8 years’ management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs •Masters’ degree in development, international relations or other social sciences or equivalent experience •Robust experience of NGO program cycle management, and with experience of working within a complex and matrix organisation structure •Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors •Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results •Ability to analyse information, evaluate options and to think and plan strategically •An in-depth understanding of national and international development issues in particular in relation to children •Previous experience of managing and developing a team and the ability to lead, motivate and develop others •Proven ability at multi-tasking, time management and flexibility. Copes well with pressure and adapts and learns from adversity; •Must be an innovative and creative problem solver, strong communicator, excellent writer, have a focus for quality and most of all be a team player. •Excellent and effective communication skills both oral and written •Diplomatic both within the organization and with external interactions; •Fluency in written and spoken French and English •Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches •Knowledge of the Western Africa region (desirable)

Description

Contract Length: 01 Year renewable Child Safeguarding: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: As a member of the Senior Management Team, the Deputy Country Director for Programme shares in the overall responsibility for the direction and coordination of the Country Office. S/He is responsible for implementation of all programming in country delivery, quality, coherence, impact, sustainability) including providing senior leadership and oversight of the field office. The role will also to co-lead with the CD and to contribute to increasing country’s funding portfolio in line with the Country Strategic Plan, through contributing to program design and development of funding proposals. SCOPE OF ROLE: Reports to: Country Director Matrix management at the Regional level: Technical managers are Deputy Regional Directors - Operations and Director of Program Development and Quality. Country Dimensions: Save the Children International works in 6 regions of Burkina Faso with currently 119 staff and a budget around 4.5 million in USD from 10 projects focused on child protection, nutrition, youth education and livelihoods. There is one field office in Bobo Dioulasso. Staff directly reporting to this post: Operation coordinator, Field officer, Program Managers, MEAL, TA, Logistic Coordinator, IT Manager. External Working relationships: Local authorities, Partners, Suppliers, Consultants, KEY AREAS OF ACCOUNTABILITY: As a member of the Senior Management Team, contribute to: •Leadership of the Burkina Faso Country Office •Support the development of an organisational culture that reflects our mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation to deliver outstanding results for children and excellent customer service for our Members and donors •Improving outcomes for children through delivery of Save the Children global strategies, initiatives and growth targets •Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs •In collaboration with the Director of Finance, the Awards manager, the HR manager and CD, ensure the Burkina Faso Country Office complies with all Save the Children programme Essential Standards and Procedures in the Quality Framework. Oversight and Management of Program Implementation •Responsible for overall coordination of program implementation and delegated responsibility for timely field delivery of high quality programming in line with the objectives of the country strategy •Ensure that all programs starts, progress, and close out, in accordance with grant agreements, and are completed within time and on budget •Have oversight and be accountable for all program and operations budgets; support budget holders to develop implementation plans and expenditure plans and to manage and be accountable for all individual projects and grants. Oversee budget re-alignments and amendments when necessary; •Ensure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity •In collaboration with the Award manager, ensure elaboration, review and delivery of timely and high quality progress reports, program reports, and donor reports. •Provide on-going problem-solving guidance for field or project offices regarding programmatic issues, planning issues, and difficulties encounters with local authorities and Partners; •Organize and chair regular program coordination meetings with relevant staff; •Ensure a close coordination and collaboration between programs and support departments (HR, Finance, logistics) to ensure an adequate synergy; Program strategy and development •Drive strategic planning to deliver a focused, relevant, and widely understood country strategic plan which will deliver against Save the Children’s three main objectives: child survival, education and protection in Burkina Faso, through our Theory of Change. •Conceptualize and design cost effective, innovative and high quality programs to serve difficult to reach and most deprived children in line with the Country Strategic Plan. •Ensure the leadership in program proposal process: work with the relevant staff and the senior management team to develop operational budgets, which reflect a detailed understanding of situational parameters, beneficiary needs, available resources and technical possibilities; •Liaise with SC members for technical guidance on strategy, new program design, and implementation; •Ensure programme design and implementation are based on and contribute to state of the art thematic standards and rights based programming. •Ensure programme design reflects Save the Children’s full theory of change •Collaborate with the Awards manager in identification of strategic fundraising leads and concepts and nurture funding opportunities to ensure adequate resources are secured Monitoring, Evaluation, Accountability and Learning •Foster and champion a culture of evidence building and learning across the organisation •Guide and oversee the development of a robust MEAL system to measure achievement and progress toward national and global programme goals and results, including establishment and measuring quality benchmarks, program impact KPIs, reach and global outcome indicators, and to drive learning and improved programme quality •Ensure the delivery of internal and external program/project evaluations as per the Evaluations Essential Standards and donor requirements, Ensure our work is accountable to children and other stakeholders through the establishment and management of effective accountability mechanisms and processes •Provide leadership to use data for programme decision making, of commitment to management action on the findings of monitoring, and of listening to feedback from beneficiaries to inform programme development. •Oversee operational and program research, coordinate the publication and dissemination of results and ensure that research informs advocacy Logistics, Inventory and Procurement •Ensure that the CO logistics capacity and systems meet the SCI standards and are able to satisfy the programming requirements •Supervise the CO Logistics department ensuring that all CO logistics activities (fleet, assets, transport, supply chain, base setup, inventory, etc.) are coordinated in order to support for a good implementation •Ensure goods and services procured are cost effective, of standard quality and are timely delivered to the field Staff Management, Mentorship, and Development •Supervise and manage the performance of the Technical Specialists, the MEAL Manager, Program Managers, the Field Officer, the Logistics coordinator: define expectations and objectives, provide leadership, coaching and technical support as needed, and evaluate direct reports regularly •Embed a culture of continuous improvement amongst key staff •Oversee the recruitment, training, and promotion of staff under his/her responsibilities as appropriate and ensure availability of appropriate professional development opportunities for staff •Incorporate staff development strategies and Performance Management Systems into team building process. Others •Represent SC Burking Faso and SC Burkina Faso's interests with the Government officials, donors, UN, and other operating and implementing partners when required or applicable; •Assist the CD in developing a strong relationship with donors to ensure sustainable funding of programs; •Deputize for CD when he/she is out of the country; •Other activities/responsibilities that may be required.
