Haiti is being transformed into a barrier-free and inclusive society where persons with disabilities have equal rights and opportunities and are empowered to actively participate in the sustainable development of their communities.
In order to assist the national partners, facilitate the implementation of the national strategy and programmes in Haiti, the International Office in Bensheim, Germany, is requesting applications for
CBM Country Coordinator for Haiti
Location: Port au Prince, Haiti (non-family post)
Contract Duration: 1 year, extension possible
Contract Start: as soon as possible
Objective: Reporting to the Regional Director for Latin America in Quito, Ecuador, the Country Coordinator is responsible for the overall coordination and leadership of CBM Haiti’s coordination office (CCO) and programmes, based on CBM’s standards, mandates and policies. He/she ensures that they are in line with development plans, concepts for the country and the regional strategy.
Main Tasks:
1. Programme Development and Management
- Oversee and lead the strategic development of CBM’s programme work in Haiti
- Oversee, facilitate and lead the process of effective planning and direction for ongoing review of the country programme and its strategic plan
- Facilitate the development and revision of proposals, new initiatives and concept notes
- Guide the Programme Management Team and CBM Partners
- Promote innovations, partnership development and new partnerships
- Assist and support partners in the promotion and development of inclusive and accessible programmes
- Promote and supervise Partner / Capacity Development efforts in Haiti
- Ensure that all programmes which are presently implemented directly by the CBM Coordination Office are completed, phased out or handed-over
2. Monitoring and Evaluation (M&E)
- Support the development and implementation of effective M&E systems, according to CBM standards and donor requirements
3. Administration & Financial Management
- Oversee CCO administration and finances
- Develop budgets for the CCO
- Develop and implement work and expenditure plans
- Review financial reporting to ensure that it meets CBM requirements
- Ensure that the CBM organisational financial and procurement guidelines and procedures are adhered to
- Oversee the management of fixed and mobile CBM assets in Haiti
- Coordinate the elaboration of TOR and organization of CBM stakeholders to the CCO
4. Human Resource Management
- Ensure that staff positions are appropriately filled
- Ensure the development and review of job descriptions
- Identify staff development needs and ensure capacity building
- Strengthen team collaboration of national and international staff
- Ensure that staff performance and development reviews are established, undertaken and followed up
- Develop and adapt HR policies to the context in Haiti ensuring compliance with local and international labour laws/conventions
5. Security Management
- Close coordination with Regional Office and International Office regarding the security management plan
- Ensure ongoing monitoring of the security context as well as timely review and update of the in-country security management plan
- Make decisions relating to security measures and protocols and its implementation
- Oversee and ensure timely communications with appropriate key staff (CCO, RO, IO) and contacts relating to changing security situations
6. Networking, Alliance Building and Representation
- Represent CBM in Haiti and maintain relationships with the government, donors, UN agencies, embassies, other INGO and NGO partners
- Facilitate CCO management team in identifying and developing links with potential partners, funders/donors, national and international stakeholders
Professional Profile and Requirements

- Proven ability to perform and live in a multicultural working environmen
- French speaker (oral and written), good English (oral and written); knowledge of Spanish is an added advantage
- Knowledge of Haiti is a plus
