Person Specification Qualifications, experience and competences Essential • Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes in emergencies for international NGOs • Substantial experience of working internationally in humanitarian Education programmes • Education to MSc/MA/MEng level in a relevant subject or equivalent field experience • Previous experience of programme management across multiple locations • Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards) • Demonstrated ability to set up monitoring & evaluation systems in large complex programmes • Demonstrated ability to set up learning and development processes for a large team • Proven ability of mentoring and coaching • Ability to write clear and well-argued assessment and project reports • Excellent communication skills • Politically and culturally sensitive with qualities of patience, tact and diplomacy • A high level of written and spoken French; Good English skills are an added benefit • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances • Commitment to the aims and principles of SC. Title EiE Consultant Location Diffa (75%) and Niamey (25%) Length of Assignment 2 months Reporting to Response Field Manager & Ed Manager Line Management Responsibility N/A Budget Responsibility No Key Working Contacts BMT,SMT,ESMT Brief outline of the programme place, context and how the EiE Consultant will engage with the Response programme: The scale and complexity of the humanitarian crisis in the Diffa Region of Niger has grown to include more attacks on civilian populations, increased internal displacement, two out of three people in Diffa have been displaced on average 3 times since February 2015, , while at the same time hosting a large refugee population. 166 schools serving more than 210,000 pupils have closed and a plan to help children return or enter to school continues to be hampered by persistent insecurity and ongoing displacement with the potential to worsen in view of the increased insecurity. There is also a high risk that the majority of the 210,000 children who are out of school may never return or enter school due to issues that are exaggerated under current conditions: child labour, early marriage and teenage pregnancy all contribute to increased risks to children realizing their right to education as well as increasing their risks to further harm and illness. Amongst the child population in eastern Niger are children at higher risk who may have lost their parents or caregivers. Whilst Save the Children’s humanitarian response has focused so far on providing access to non-food items, food security and livelihood, health and nutrition services as well as protection mechanisms for children affected by the conflict, the need to focus on responding to the educational needs of children affected by the conflict cannot be overemphasized. If not addressed, the consequences of the conflict could lead to lasting socio-economic impacts on communities’ and their livelihoods. As a result, SC intends to target children affected by the conflict with the provision of access to basic education through EiE as a humanitarian imperative to reduce their vulnerabilities Contract length: 2 months Locations: Diffa and Niamey  Main purpose of the role • Lead on the technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs • Develop the education strategy, ensuring consistency with SCI Global Initiatives, and with Save the Children’s theory of change • Lead on developing sector response plans and master-budgets and contribute to Save the Children’s overall response strategy ensuring that it is compatible with both the overall Education Sector Strategy • Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. • Work closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. • Working closely with the Accountability lead put in place sector accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector. • Ensure that SC Niger EiE plans and strategies are consistent, complementary and build-on existing government education strategy and plans as well as the actions and work of other local, bi-lateral and multi-lateral partners. • Training of SCI , cluster members and Education ministry staff in EiE ;  Expected Outcome: • EiE assessment report produced and rolled out with the SMT and relevant staff • EiE strategy developed rolled out and in place for the Niger Country Programme • Workshop conducted with the SMT and relevant staff on the strategy + action points • M&E Plan in place for EiE activities • Consultancy report produced within 15 days of end of consultancy
