Profil

CANDIDATE PROFILE

  • Three years post-secondary diploma or Bachelor Degree in Human Resources, business administration, finance or related field
  • Minimum 5 years experiences in an HR technical and/or specialist function related to Compensation & Benefits
  • MSF or NGO field experience is an asset
  • Available for regular travels in and out of Europe   
  • Languages: bilingual French - English
  • Excellent computer skills: Word, Excel is compulsory. Homere is an asset.

Description

BACKGROUND

The objective is to provide OCB with a solid remuneration system enabling to attract, motivate and retain profiles needed for the association to lead and manage its operations. The scope includes all statuses, national (HQ and national staff in the field) and international.

It means building and maintaining an equitable and fair system in order to ensure a balance between cost effectiveness, the capacity to attract and retain the best elements, and the MSF associative culture.

The work done in OCB follows the international common frame of the MSF movement, meaning the remuneration system needs to be defined in an operational perspective but also in the objective of alignment between all MSF sections.

One of the main stakes is to ensure equity and develop as much as possible mobility between the different statuses.

As an expert in this position, the Compensation and Benefits Referent manages all compensation & benefits questions in the organization for the all OCB staff. S/he anticipates and identifies compensation and benefits challenges / risks for the organization; he/she monitors current processes, makes propositions regarding the definition or review of remuneration principles and ensures consistency in its implementation.

  • Other benefits and provisions (working hours, paid leaves, maternity leave…)

JOB PROFILE

 

1.      Monitoring and review of remuneration and benefits

  • To monitor  the different remuneration and benefits systems, ensuring its consistency (between status, missions within OCB and the other MSF sections ) and efficiency
  • To monitor and adapt when needed the implementation of the international common frame in the mission
  • To propose any adaptation if required in link with the other sections
  • To follow in close link with MSF Norway and the other sections the benchmarking methodology and tools
  • He/she is the focal point for OCB in the Intersection meetings regarding remuneration and benefits. 

2.      Support in the implementation of remuneration and benefits

  • To inform, train or give  support to the relevant actors within OCB according to the need
  • To accompany the HRO and/or the HR Coordinator or HQ referent in the translation of remuneration principles into a concrete and efficient remuneration system
  • To approve at a technical level benchmarking reports (MSF Norway benchmarking reports or external benchmarking reports)
  • To approve at a technical level any remuneration review following a benchmarking within OCB. Annual remuneration review is decided at the level of the HRO or HQ referent.
  • To provide support  and tools to the relevant actors
  • Upon request, s/he might be involved in doing benchmarking studies within OCB

3.      Definition and implementation  of contractual frame

  • To define principles regarding contractual management in liaison with the legal unit
  • To ensure its implementation and adaptation when needed

4.      Referent for the International Field Function Grid (IFFG) methodology and implementation

  • To inform, train and give support to the relevant actors within OCB regarding  scoring and methodology
  • To score any new function (in link with the Intersection for the field)
  • To monitor and guarantee the correct implementation of function grid principles in close link with the HRO Coordinator and the HQ referent
  • To review and adapt the scoring and methodology if needed in link with the Intersection and the HQ referent
