Profil

Educational background and experiences: 

- Generalist educational background: master in humanitarian field, project management, politics, etc.

- Minimum 3 years in the humanitarian field with at least 1 experience as field coordinator in an INGO;

- At least 1 year experience in project management with knowledge of project cycle management and tools ;

- Previous experience in the area is a plus;

- Experience in emergency and post-emergency contexts.

Skills:

- Strategic level analysis and planning ability;

- Ability to work under high pressure with a great level of personal organisation;

- Strong communication, analysis and reporting skills - Experienced team manager;

Required languages & IT skills:

- Proficient command of Microsoft Office Package;

- English mandatory (oral and written);

- Arabic language skills considered a plus

Personal Qualities:

- Professional sense of security and confidentiality;

- Strong interpersonal and intercultural skills;

- Motivation to work in a volatile and unsecure environment.

Handicap International recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.

MISSION CONTEXT

During the summer of 2014 the Shia minority group, called Houthis has taken control of several important cities, among them the capital Sana’a in September. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups. 

In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the country from Aden and exile in Saudi in February, taking virtually control of almost all Yemen.. Since end of March, an international coalition of Sunni countries (Decisive Storm Coalition) led by Saudi Arabia allied with the Yemeni President still recognised by the International Community, and backed by western countries, has launched a military campaign against the advances of the Houthis in the country. Aden has been taken back by the government forces in July, after four months of war but militias and jihadist groups have grown in the instability and the town is sinking into chaos. The government, affiliated groups and the Saudi-Led Coalition have gradually regained territories in all directions towards Sana’a, the capital being clearly their objective and massive airstrikes have targeted the country and Sana’a in particular. 

Humanitarian truces have been decided twice in July 2015 but not respected. The same situation occurred end of 2015, the ceasefire was only technical but this time allowed peace talks from December 15th to 20th though never resumed afterward. Since the end of December SLC offensive has intensified and truce was declared ended. An escalation of violence is presently giving little hope for a long term cease of hostilities that could permit humanitarian assistance to reach a maximum of the 82 % of the population in dire need of support. War rhetoric seems to be the one currently prioritised by all parties.

PROJECT OBJECTIVES

The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up

- Rehabilitation activities: provision of assistive devices and specific trainings to health staff

- PSS activities to support injured persons

- Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders 

In 2016, Handicap International expects to develop its Health related activities in Yemen; different batches of assessments will be launched to tailor HI’ operational strategy (development of community based approach in different governorates of Yemen).

In addition, HI is implementing Mine Action activities in Yemen. Based on HI recognized experience, interventions pursue three main goals:

1.To minimise deaths and injuries from arms related accidents;

2.To reduce the human, social and economic impacts from arms;

3.To support Development by increasing access to resources & development, and improving community security.

MAIN RESPONSABILITIES OF THE EXPATRIATE 

Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team, you will be in charge of:

-Ensuring the security of the staff members, operations and means related to the program under your responsibility;

-Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);

-Representing Handicap International towards local authorities and partners at local level;

-Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;

-Ensuring the operational management of the team placed under your responsibility ;

-Participating in strategic direction of mission as part of the coordination team ;

- Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team ;

- Coach and build capacity of the Deputy Field Coordinator

JOB CONDITIONS 

- Based in Sana’a with R&R every 2 months. Some visits in Amman, Jordan will be planned.

- Duration: Until 31st of August 2016 - renewable regarding funding
